Dozens of foreign executives, including Tim Cook of Apple and Cristiano Amon, the chief executive of Qualcomm, are visiting Beijing this week to attend a development forum. Foreign investment that slowed to a crawl during Covid has not recovered in the past couple years, as weak sales and overall demand in the Chinese economy have made it less attractive.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Several dozen chief executives and other leaders of global companies were expected to meet with China\u2019s top leader, Xi Jinping, on Friday at the Great Hall of the People in Beijing, according to a person with knowledge of the planning who spoke on the condition of anonymity because he was not authorized to comment. The gathering would be the third time in 17 months that Mr. Xi has met with the leaders of multinational companies, including <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/16\/business\/economy\/china-us-business-xi-jinping-ceos.html\" title=\"\">in San Francisco<\/a> in late 2023, after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/15\/us\/politics\/biden-xi-meeting-apec-china.html\" title=\"\">a summit<\/a> with President Joseph R. Biden Jr. outside the city.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The business forum was also attended by Senator Steve Daines of Montana, who said in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/22\/world\/asia\/trump-china-xi-daines.html\" title=\"\">an interview with The New York Times<\/a> that he was trying to lay the groundwork for a meeting between President Trump and Mr. Xi.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Mintz employees, who have not been identified, were detained during a raid of the firm\u2019s Beijing office in March 2023. Later that year, China fined the company about $1.5 million for engaging in \u201cforeign-related statistical investigation activities without obtaining approval,\u201d according to Chinese state media.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mintz, which is based in New York and has offices around the world, specializes in due diligence work \u2014 background checks, asset tracing, and fraud and corruption investigations \u2014 for client firms before they make investment decisions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That kind of work became the target of Mr. Xi\u2019s government, which appears to view due diligence into Chinese supply chains and Chinese corporate activity as a threat to national security and the ruling Communist Party\u2019s grip on power.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A month after Mintz\u2019s office was raided, Chinese authorities visited the Shanghai offices of the U.S. management consulting firm Bain &amp; Company and questioned its employees.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The crackdown on foreign consultancies was also viewed as a response to the Biden administration\u2019s introduction of export controls on advanced U.S. technology, such
