Trump was inaugurated, a senior scientist at the National Institutes of Health was preparing to give an invited talk at a scientific meeting when an urgent call came in from an administrative assistant.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There is a total communications ban, the scientist was told, and you cannot give the speech.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As soon as the scientist got back to the office, another ban went into effect \u2014 one that prohibited researchers from submitting papers to journals for publication.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Seven senior investigators working in different parts of the National Institutes of Health described rules put in place on orders from the Department of Government Efficiency that risk hampering and undermining American medical science. All spoke on the condition of anonymity because they feared for their jobs for speaking publicly.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One said that DOGE had begun a reign of \u201cchaos and confusion.\u201d The scientists warned that it had the potential to seriously weaken the N.I.H. \u2014 the crown jewel of American science, with a vast network of thousands of researchers in 27 centers dedicated to treating disease, improving health and funding medical research.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Rules change seemingly from day to day.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Can scientists order necessary supplies to do their research? Yes. No. Maybe.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Can they travel? A 30-day ban was put in place on Feb. 26. What happens next? No one knows.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt really is quite chilling,\u201d one of the scientists said. \u201cThey are controlling information, causing chaos, disrupting everyone, keeping us off-balance.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhatever people are reading in newspapers, it\u2019s 10 times worse,\u201d the scientist added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The scientists acknowledge that the N.I.H., like any institution, is not perfect. It has long been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2009\/06\/28\/health\/research\/28cancer.html\" title=\"\">criticized<\/a> for being too cautious, for example by failing to take a chance on high risk, high reward research proposals.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI would be lining up at the front of the line to help with a rational process to help improve this place,\u201d another of the scientists said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">An N.I.H. spokeswoman said that the agency was complying with an executive order, but that some activities were continuing, including payments for supplies for clinical research studies or ongoing research experiments. And, she added, \u201ctravel for the purposes of human safety, human or animal health care, security, biosecurity, biosafety or I.T. security may continue.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The spokeswoman did not address the purpose of changing so many policies and practices. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/05\/us\/politics\/nih-hearing-jay-bhattacharya.html\" title=\"\">Dr. Jay Bhattacharya, who awaits confirmation<\/a> from the Senate to lead the N.I.H., also did not address these issues at his confirmation hearings this month. But he said in his opening statement that \u201cAmerican biomedical sciences are at a crossroads,\u201d citing <a class=\"css-yywogo\" href=\"https:\/\/www.pewresearch.org\/science\/2024\/11\/14\/public-trust-in-scientists-and-views-on-their-role-in-policymaking\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Pew survey data<\/a> that found almost a quarter of Americans had little or no confidence that scientists were acting in the best interests of the American people.<\/p>\n<hr class=\"css-7ad88g e1mu4ftr0\"\/>\n<p class=\"css-at9mc1 evys1bk0\">The N.I.H. towers over the world\u2019s medical research.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is where the human <a class=\"css-yywogo\" href=\"https:\/\/www.acs.org\/education\/whatischemistry\/landmarks\/geneticcode.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">genetic code<\/a> was deciphered, where <a class=\"css-yywogo\" href=\"https:\/\/www.nobelprize.org\/prizes\/medicine\/2020\/press-release\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">hepatitis C<\/a> was discovered, where the <a class=\"css-yywogo\" href=\"https:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMp038194\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">AIDS virus<\/a> was isolated, where the first <a class=\"css-yywogo\" href=\"https:\/\/www.niaid.nih.gov\/diseases-conditions\/antiretroviral-drug-development#:~:text=AZT%3A%20The%20First%20Drug%20to%20Treat%20HIV%20Infection&amp;text=Used%20alone%2C%20AZT%20decreased%20deaths,Drug%20Administration%20for%20treating%20AIDS.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">drug to treat AIDS<\/a> was discovered and where basic research that helped <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/01\/15\/health\/mrna-vaccine.html\" title=\"\">lead to the Covid vaccines<\/a> was done. It funded the work decades ago that led to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/17\/health\/weight-loss-drugs-obesity-ozempic-wegovy.html\" title=\"\">the creation of Ozempic<\/a> and other new drugs that cause weight loss.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt is very hard to cite seminal discoveries that were not in some way underwritten by the N.I.H.,\u201d said Dr. Rudolph Leibel, a professor of medicine at Columbia University who, like most medical researchers in the United States, has received N.I.H. funding.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Francis Collins, a former director of the N.I.H., said, \u201cIf you are taking an F.D.A.-approved drug that is improving the quality or length of your life, there is a 99 percent chance N.I.H. was involved in the pathway to its discovery.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Part of the Department of Health and Human Services now led by Robert F. Kennedy Jr., <a class=\"css-yywogo\" href=\"https:\/\/www.nih.gov\/about-nih\/who-we-are\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the N.I.H<\/a>. has a main campus with more than <a class=\"css-yywogo\" href=\"https:\/\/www.nih.gov\/about-nih\/who-we-are\/organization#:~:text=Headquarters%20for%20the%20Office%20of,like%20environment%20over%20300%20acres.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">75 buildings spread over 300 acres<\/a> in Bethesda, Md., where nearly <a class=\"css-yywogo\" href=\"https:\/\/www.nih.gov\/about-nih\/what-we-do\/budget\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">6,000<\/a> scientists work. There are five smaller research centers in other states.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The N.I.H. pays for large clinical trials in fields like cancer, heart disease and diabetes that have changed medical practice and saved lives.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Its researchers are forbidden from being paid consultants for industry. Many say they are driven by a love of science and a thirst to better humanity through their discoveries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/25\/us\/politics\/monica-bertagnolli-nih.html\" title=\"\">Monica Bertagnolli<\/a>, who stepped down in January as the director of the N.I.H., said scientists there \u201care so dedicated to the mission.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The agency also supports research by an additional <a class=\"css-yywogo\" href=\"https:\/\/www.nih.gov\/about-nih\/what-we-do\/budget\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">300,000 scientists at more than 2,500 universities and medical centers<\/a> \u2014 research that is also being threatened.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Hundreds of highly competitive grants that support research at universities and medical schools across the country have been cut. Many of the eliminated grants had descriptions that included terms like \u201cminorities,\u201d \u201ctransgender,\u201d \u201cAIDS\u201d and \u201cvaccine hesitancy.\u201d But cuts have also affected research on the chronic diseases that Mr. Kennedy has made his priority; for instance, funding has been cut for a grant to Columbia University for a study that has followed <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/18\/nyregion\/columbia-research-grants-trump.html\" title=\"\">people who have diabetes<\/a> or are at risk of developing it for more than a quarter-century. (Those funds <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/21\/nyregion\/columbia-response-trump-demands.html\" title=\"\">may be restored<\/a>, though, as Columbia agreed last week to a list of demands from the Trump administration.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A <a class=\"css-yywogo\" href=\"https:\/\/grants.nih.gov\/grants\/guide\/pa-files\/PA-20-251.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">program<\/a> that supported training scientists from minority groups, those who had disabilities and those from disadvantaged backgrounds has also disappeared.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And research grants that helped pay to train doctoral and postdoctoral students have been slashed. Now universities are rescinding offers to young scientists.<\/p>\n<hr class=\"css-7ad88g e1mu4ftr0\"\/><\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Senior scientists within the N.I.H. say their work faces daily disruptions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some disruptions are petty: Every N.I.H. employee, no matter how senior, has to send a weekly email to a human resources address with five bullet points stating what was accomplished in the past week. The employees never hear anything back, one senior scientist who has been at the N.I.H. for decades said. But the scientist said that he and other scientists feel a high degree of paranoia about the messages.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other consequences are more serious: A senior scientist who studies a rare and devastating disorder that affects young children and who is studying a treatment that might help had been invited to consult with doctors caring for such children. At the last minute, he was told he could not go.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat is completely unacceptable,\u201d that scientist said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Researchers have also struggled to purchase basic and specialized supplies needed to conduct their work.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One of the senior scientists said that when DOGE recently put a <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/03\/09\/doge-government-credit-card-limits\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$1 spending limit<\/a> on government credit cards, it was apparently with no knowledge of how essential the cards were to basic operations. There was no mechanism, for example, to pay for gas for vehicles used to transport patients\u2019 blood samples.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe had to scramble and beg\u201d to get funds, the scientist said. A few days ago, nonemergency supply orders resumed. But, the scientist said, \u201cnow there is a huge backlog.\u201d And the staff that handled orders has been decimated by firings, he added.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019ve been told you\u2019d better think weeks ahead about supplies and reagents,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other scientists said they had been affected by inconsistent guidelines on purchasing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey keep changing the rules,\u201d said the senior scientist who has spent decades at the N.I.H. \u201cPolicies change so quickly and frequently that who knows.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A different N.I.H. senior scientist said a program he used to order supplies for his lab was closed for a month. Then it opened for a day or so. \u201cA few days later it shut down again,\u201d he said. And it has stayed shut.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He needs mice with special genetic traits for his studies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe can\u2019t order mice,\u201d he said. As a result, he said, several years\u2019 worth of work is in jeopardy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Scientists were chilled by the disruptive firing and rehiring of employees.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Friday before Presidents\u2019 Day weekend in February, a senior physician scientist learned that about 20 technicians had been fired in an N.I.H. blood bank where patient samples are analyzed, part of an order that eliminated probationary workers who had been in their current position for less than two years. The order also led to the firing of probationary workers who prepare transfusions there.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Also on the list to be fired because they were probationary were the fellows who care for sick patients in the Clinical Center \u2014 the N.I.H.\u2019s hospital devoted to clinical research on its Bethesda campus. They included the staff of the intensive care unit and members of the code blue team that responds when a patient has a cardiac arrest.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Supervisors were stunned. These patients were ill. Who is going to care for them?<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe would literally have to airlift patients out,\u201d the senior physician scientist said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Clinical Center got a last-minute reprieve after the researchers panicked and protested. DOGE stopped the firing of the intensive care doctors and allowed the N.I.H. to rehire the fired laboratory technicians and blood bank workers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt was just unbelievably stressful,\u201d the senior physician scientist said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other scientists are learning that no job is safe, even ones held by highly regarded people with seniority.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Tenured staff members at the N.I.H. can no longer take for granted the automatic renewal of their contracts, a senior scientist said. Now some scientists are being put on leave without pay when their contracts run out, and then they wait anxiously to learn if they still have a job.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The effects ripple beyond the N.I.H., affecting decisions about what sort of research projects by academic scientists can even be considered for funding.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The National Institute of Neurological Disorders and Strokes, on the N.I.H.\u2019s Bethesda campus, had been planning to issue grants to academic scientists to study blood- and brain-scan markers of non-Alzheimer\u2019s dementia and amyotrophic lateral sclerosis. The project\u2019s goal was to diagnose patients earlier and to see whether experimental drugs were helping.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But evaluating these grant proposals requires specialized review at the neurological disorders institute. DOGE\u2019s orders shifted the reviews to another office where reviewers would not have specific expertise.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The result, a senior scientist administrator said, is that \u201cwe will not be able to run that kind of program.\u201d Instead, he said, \u201cwe will have to do simpler things.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">N.I.H. employees are anxious that they will soon face a mass firing or reduction in force.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">No one seems to know who would be fired, what criteria would be used or when it would happen, said the senior scientist who spoke about the problem ordering supplies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s the not knowing, the chaos\u201d that is torturing people, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf they said, \u2018We are going to RIF administrative senior scientists or anyone over 65 or anyone whose rating was poor,\u2019 it would be much less stressful,\u201d he said, using the acronym for reduction in force.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cBut this is like Russian roulette,\u201d he added. \u201cYou don\u2019t know what\u2019s coming.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6606220950177433\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<!-- ItShrt World News -->\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-client=\"ca-pub-6606220950177433\"\r\n     data-ad-slot=\"1882483372\"\r\n     data-ad-format=\"auto\"\r\n     data-full-width-responsive=\"true\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\r\n<br \/>\n<br \/><a href=\"https:\/\/www.nytimes.com\/2025\/03\/24\/health\/nih-doge-trump.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A week after Donald J.
