Very grateful.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/2025\/03\/statement-from-secretary-rubio-and-nsc-waltz-on-call-with-zelenskyy\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">The statement<\/a> recounting the call mentioned four times that Mr. Zelensky had thanked the president for his efforts to negotiate terms of a ceasefire with Russia. It then went on to note that Mr. Zelensky was \u201cgrateful\u201d for Mr. Trump\u2019s leadership.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The description revealed a pattern in the Trump administration\u2019s shaping of its foreign policy agenda: When it comes to diplomacy, Mr. Trump wants an implicit or explicit display of personal gratitude from American allies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Michael Froman, the president of the Council on Foreign Relations, said that Mr. Trump\u2019s transactional approach to diplomacy suggests that he sees aiding U.S. allies as a favor, rather than as a cornerstone of foreign policy that will pay dividends down the road.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat does sort of signal a fundamentally different notion of order than we have had for the last 80 years, which is that while our allies need to step up and do more for their own defense, our support of their defense is also in our interest,\u201d Mr. Froman said. \u201c I believe President Trump is questioning that.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The starkest example of Trump\u2019s insistence on a thank-you came during <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/28\/us\/politics\/trump-zelensky-us-ukraine-russia.html\" title=\"\">a meeting last month in the Oval Office<\/a> that included Mr. Trump, Vice President JD Vance and Mr. Zelensky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou should be thanking the president for trying to bring an end to this conflict,\u201d Mr. Vance scolded the Ukrainian leader. The last words Mr. Trump said to Mr. Zelensky as he brought the meeting to a close were: \u201cYou\u2019re not acting at all thankful. And that\u2019s not a nice thing.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/19\/world\/europe\/zelensky-trump-ukraine-russia-putin.html\" title=\"\">Last week\u2019s phone call<\/a> was the first time the two have spoken since then.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump appears to have taken a softer approach with Russia. In a description of a phone call between Mr. Trump and President Vladimir V. Putin last week, no expressions of gratitude were noted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s desire for thanks is something of a shift in U.S. diplomatic relations. It is not unusual for presidents to want recognition for contributions to military and humanitarian support; President Joseph R. Biden Jr. had his own frustrations with Mr. Zelensky for <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/02\/24\/us\/politics\/biden-zelensky-ukraine-russia.html\" title=\"\">relentlessly pushing<\/a> for more.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But any friction between world leaders typically takes place behind closed doors, with a more restrained public description of a \u201cfull and frank discussion.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">White House officials defended Mr. Trump\u2019s approach.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s called respect,\u201d said Harrison Fields, a White House spokesman.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cEvery U.S. president should demand that from both allies and adversaries, especially when being asked to contribute billions of taxpayer dollars in their defense,\u201d Mr. Fields said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Kori Schake, the director of foreign and defense policy studies at the American Enterprise Institute who also served as a national security aide to President George W. Bush, said Mr. Trump treats \u201cour allies like subjectsinstead of acting like peers.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat this signals is that in a strictly transactional global order, if you humble yourself in front of the American president, you can get what you want,\u201d she added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The parade of foreign visitors to the White House appears to have taken the hint.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">NATO\u2019s secretary general, Mark Rutte, top-billed his remarks with Mr. Trump earlier this month with \u201cthank you so much.\u201d He went on to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/us\/politics\/trump-rutte-zelensky-ukraine-ceasefire.html\" title=\"\">credit Mr. Trump, who has long railed against the organization,<\/a> for the alliance\u2019s increased military spending and declined to defend Greenland, one of its members, from Mr. Trump\u2019s threat of a hostile takeover.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">During <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/12\/us\/politics\/takeaways-ireland-martin-trump-tariffs.html?searchResultPosition=1\" title=\"\">a visit to the White House the same week<\/a>, Miche\u00e1l Martin, the prime minister of Ireland, did not explicitly say the words \u201cthank you.\u201d Instead, he made a reference to Mr. Trump\u2019s personal investment in the country rather than respond to the president\u2019s complaint that Ireland was using a trade imbalance to take advantage of the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou have the distinction of being, I think, the only president that has physically invested in Ireland through Doonbeg,\u201d Mr. Martin said of Mr. Trump, referring to one of his properties. \u201cIt\u2019s just stunning,\u201d he added.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump was smitten. \u201cI love this guy,\u201d he replied.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Even some of Mr. Trump\u2019s cabinet members have started soliciting for thanks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Secretary of State Marco Rubio jumped into an exchange on social media between Poland\u2019s foreign minister, Radoslaw Sikorski, and Elon Musk about Starlink, the satellite internet service that Mr. Musk\u2019s rocket company SpaceX has been providing to Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Mr. Sikorski asserted that the service was paid, in part, by the Polish Digitization Ministry <a class=\"css-yywogo\" href=\"https:\/\/x.com\/sikorskiradek\/status\/1898700362460070080\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">and warned Mr. Musk against threatening<\/a> to yank it, Mr. Rubio accused him of <a class=\"css-yywogo\" href=\"https:\/\/x.com\/marcorubio\/status\/1898755922492588082\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">\u201cjust making things up.\u201d<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a post on social media, Mr. Rubio said: \u201cAnd say thank you because without Starlink Ukraine would have lost this war long ago and Russians would be on the border with Poland right now.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/x.com\/WZembaczynski\/status\/1898799417643139123\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Witold Zembaczynski, another<\/a> Polish minister, wrote the words Mr. Rubio demanded, but in support of Mr. Sikorski.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThank you. It\u2019s so simple #standwithukraine not with war criminalist #Putin.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Matt Duss, the executive vice president at the Center for International Policy, said Mr. Trump has put on a \u201cdominance display\u201d throughout his career, both as a businessman and politician.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cHe approaches foreign policy, the U.S.-led order, as a protection racket,\u201d Mr. Duss said. \u201cIf you want protection, you have to show respect to the boss, and you\u2019ve got to pay upstairs.\u201d<\/p>\n<\/div>\n<aside
