Biden Jr.<\/a> a week before he left office that established the Chuckwalla and S\u00e1tt\u00edtla national monuments, which encompassed more than 848,000 acres of desert and mountainous land.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The White House then released <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/03\/fact-sheet-president-donald-j-trump-rescinds-additional-harmful-biden-executive-actions\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a fact sheet<\/a> that included a bullet point stating that Mr. Trump would be \u201cterminating proclamations\u201d declaring monuments that safeguarded \u201cvast amounts of land from economic development and energy production.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The New York Times confirmed last Saturday that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2025\/03\/15\/us\/trump-news?smid=url-share#12db115e-dd88-5dc3-9f92-2471966c6fc9\" title=\"\">Mr. Trump had indeed rescinded that proclamation<\/a>. But later that day, the bullet point listing termination of national monuments disappeared from the <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/03\/fact-sheet-president-donald-j-trump-rescinds-additional-harmful-biden-executive-actions\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">White House fact sheet<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A post on X <a class=\"css-yywogo\" href=\"https:\/\/x.com\/RapidResponse47\/status\/1900938562154991981\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">sent by a verified White House<\/a> account last week still included the terminations of national monuments, and has not been edited or removed as of Saturday morning.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The White House declined to answer questions about the discrepancy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe were obviously very disappointed to see that fact sheet go up and then confused to see it come back down,\u201d Mark Green, the executive director of CalWild, a nonprofit in California that advocates for wild spaces on public lands. \u201cThere\u2019s very little clarity about what\u2019s going on, and there\u2019s such a lack of transparency with this administration that it\u2019s just really hard to know what\u2019s happening.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Representative Raul Ruiz, Democrat of California, said his office was working to understand what was happening. He helped push for the creation of the Chuckwalla National Monument within his district.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOne thing is for sure,\u201d Dr. Ruiz said. \u201cIf the designation is rescinded, we\u2019re going to fight like hell to defend it.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden designated the Chuckwalla and S\u00e1tt\u00edtla national monuments in January to protect wildlife habitats and ancestral lands, and to help prevent mining, drilling and energy development.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Chuckwalla National Monument encompasses about 644,000 acres south of Joshua Tree National Park, and the Sa\u0301tti\u0301tla National Monument north of Mount Shasta, near the Oregon border, is roughly 200,000 acres. The land includes mountain ranges, canyons, desert landscapes, and more than 50 rare species of plants and animals.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">State lawmakers, conservationists, renewable energy companies and Native tribes had jointly advocated for the protection of the land.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden protected about 674 million acres of federal land, more than any other president. He was able to do so by using the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/04\/26\/climate\/antiquities-act-federal-lands-donald-trump.html\" title=\"\">Antiquities Act<\/a>, a 1906 law that gives presidents unilateral power to protect lands and waters for the benefit of Americans.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Mr. Trump said he would undo much of Mr. Biden\u2019s environmental work when <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/climate\/trump-climate-change-executive-orders.html\" title=\"\">he was sworn into office<\/a> \u2014 withdrawing from the Paris Agreement and ending climate regulations, to start \u2014 and in early January he said that he wouldn\u2019t tolerate the withdrawal of waters from oil and gas drilling.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI will reverse it immediately,\u201d Mr. Trump said. \u201cIt will be done immediately and we will drill, baby, drill.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The question is whether Mr. Trump has the authority to reverse the creation of a national monument that was created by a previous president.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">During his first term, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/12\/04\/us\/trump-bears-ears.html\" title=\"\">shrunk the size of two national monuments<\/a> \u2014 Bears Ears and Grand Staircase-Escalante in Utah \u2014 by some two million acres. A <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/05\/05\/business\/patagonia-trump-bears-ears.html\" title=\"\">lawsuit was filed<\/a> arguing the Antiquities Act did not grant a president the power to reduce a national park, but the case was moot after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/10\/07\/climate\/bears-ears-grand-staircase-escalante-biden.html\" title=\"\">Biden re-established and slightly expanded the national monuments<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Green is confident that rescinding Mr. Biden\u2019s proclamations could place Mr. Trump in court.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe believe that these monuments exist in a legal sense, and that there\u2019s nothing the Trump administration will be able to do about that short of violating the law,\u201d Mr. Green said.<\/p>\n<\/div>\n<aside
