The memo, which applies to all civilian federal agencies, was among the many directives from agencies aiming to purge safeguards put in place in the 1960s to comply with executive orders issued by President Trump on race and gender identity. In his first days in office, Mr. Trump directed agencies to rid their agencies of \u201charmful\u201d and \u201cwasteful\u201d diversity policies, and \u201cgender ideology extremism.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The memo, <a class=\"css-yywogo\" href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/03\/18\/nx-s1-5326118\/segregation-federal-contracts-far-regulation-trump\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">which came to light after it was reported by National Public Radio this week<\/a>, drops several clauses from the G.S.A.\u2019s Federal Acquisition Regulation, which is used to solicit contracts for services and supplies. The memo said the wording was \u201cnot consistent with the direction of the President.\u201d Among the deletions is a <a class=\"css-yywogo\" href=\"https:\/\/www.acquisition.gov\/far\/52.222-21\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">policy,<\/a> last updated in 2015, that stipulated federal contractors couldn\u2019t have \u201csegregated facilities,\u201d such as waiting rooms, work areas, restrooms, lunchrooms and water foundations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Civil Rights Act of 1964 still bars discrimination, and segregated facilities, in the United States. But civil rights groups have feared that Mr. Trump\u2019s war on D.E.I. programs has signaled the federal government\u2019s willingness to retreat from enforcing it.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Dariely Rodriguez, the acting co-chief counsel for the Lawyers\u2019 Committee for Civil Rights Under Law, said that <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/us\/why-president-johnson-signed-executive-order-1965-that-trump-rescinded-2025-01-23\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">like Mr. Trump\u2019s revocation of a decades-old order issued by President Lyndon B. Johnson barring discrimination in hiring for government contractors<\/a>, the stripping of the segregation provision \u201cweakens the very safeguards that promote equity and inclusion across multiple sectors, including workplaces.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe Trump administration\u2019s actions are pressure-testing our democracy, eroding more than 60 years of progress,\u201d Ms. Rodriguez said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe Civil Rights Act of 1964 remains the law of the land,\u201d she added, \u201cbut laws are only as strong as their enforcement.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a statement to The Times, Stephanie Joseph, a spokeswoman for the General Services Administration, said that the G.S.A. would \u201ccontinue to ensure that our federal contractors comply with long established civil-rights provisions found in U.S. laws.\u201d She also said, \u201cG.S.A. is committed to supporting the President\u2019s direction to streamline the federal contracting process to restore merit-based opportunity, enhance speed and efficiency, and reduce costs.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Margaret Huang, the president and chief executive of the Southern Poverty Law Center, called the measure \u201canother step backwards that threatens to create hostile work environments for women, people of color and others who have faced a history of employment discrimination.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe hope contractors have the good sense not to reintroduce segregation into the workplaces,\u201d she said, \u201cbut this decision sends a clear message that the federal government does not care if they do.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The White House dismissed the criticism as \u201cunserious falsehoods\u201d and \u201cbaseless reporting\u201d that undermined Mr. Trump\u2019s charge by his voters to unify the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cPresident Trump continues to follow the law in his pursuit to reverse the disastrous policies of the previous administration and unleash prosperity through deregulation,\u201d Harrison Fields, a White House spokesman, said in a statement. \u201cThanks to his leadership, businesses will face fewer bureaucratic roadblocks and have a smoother path to working with the federal government.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The White House has argued that Mr. Trump\u2019s executive orders were not aimed at any particular group of people and that agencies have had autonomy in implementing them. But the fallout has disproportionately focused on policies that impact Black people, from <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/01\/us\/politics\/trump-dei-education-department.html\" title=\"\">purges of employees of color<\/a> and <a class=\"css-yywogo\"
