Chuang, the federal judge in Maryland who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/18\/us\/politics\/elon-musk-usaid-doge-unconstitutional.html\" title=\"\">ruled against the Trump administration<\/a>\u2019s efforts to dismantle the U.S. Agency for International Development on Tuesday, has previously intervened in several high-profile legal cases from President Trump\u2019s first term in office.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Eight years ago, Mr. Trump started his presidency with a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/01\/29\/us\/trump-refugee-ban-muslim-executive-order.html\" title=\"\">wide-reaching ban on travelers<\/a> from several Muslim-majority countries, arguing that they posed a national security risk. The ban caused chaos at U.S. ports of entry, partly because Mr. Trump issued it without warning. Some people learned that they had been barred from entry only after they had arrived in the United States. Widespread protests were held at airports to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/01\/29\/us\/politics\/white-house-official-in-reversal-says-green-card-holders-wont-be-barred.html\" title=\"\">denounce the travel ban<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Judge Chuang \u2014 appointed to the U.S. District Court for Maryland by President Barack Obama \u2014 was one of two judges who blocked the ban for a second time after the Trump administration <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/03\/06\/us\/politics\/travel-ban-muslim-trump.html\" title=\"\">rescinded and resubmitted<\/a> the order to remove some of its more contentious elements \u2014 an attempt to demonstrate to the courts that the ban did not intend to target Muslims specifically.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Judge Chuang was not persuaded by that argument, ruling that the likely purpose of Mr. Trump\u2019s order was to enact <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/03\/15\/us\/politics\/trump-travel-ban.html\" title=\"\">\u201cthe proposed Muslim ban\u201d<\/a> that the president had <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2016\/07\/22\/us\/politics\/trump-immigration-ban-how-could-it-work.html\" title=\"\">campaigned on<\/a>. The judge ordered that the ban not take effect, citing Mr. Trump\u2019s public comments to conclude that the president may have intended to violate the constitutional prohibition on religious preferences.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIn this highly unique case,\u201d Judge Chuang wrote, \u201cthe record provides strong indications that the national security purpose is not the primary purpose for the travel ban.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Months later, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/09\/24\/us\/politics\/new-order-bars-almost-all-travel-from-seven-countries.html\" title=\"\">issued the travel ban for a third time<\/a>, once again tailoring the order and language so that they would hold up under scrutiny from the courts. Judge Chuang <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/10\/18\/us\/travel-ban-blocked.html\" title=\"\">again blocked the order<\/a>, citing Mr. Trump\u2019s repeated promises to bar Muslims from entering the country, as well as other statements he had made since taking office that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/08\/17\/us\/politics\/trump-charlottesville-confederate-statues.html#:~:text=shooting%20them%20with%20bullets%20dipped%20in%20the%20blood%20of%20pigs%2C%20which%20Muslims%20are%20forbidden%20to%20eat\" title=\"\">were seen as hostile to Muslims<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Three years later, in the first months of the coronavirus pandemic, Judge Chuang again intervened to block a Trump administration measure, ruling that a federal requirement that women pick up abortion pills in person imposed needless risk and delay, particularly given that the health emergency had forced many clinics to reduce their hours.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The case then made its way through the appeals process, and the Trump administration was denied a stay in the Court of Appeals for the Fourth Circuit before bringing it to the Supreme Court. But in <a class=\"css-yywogo\" href=\"https:\/\/www.supremecourt.gov\/opinions\/20pdf\/20a34_nmjp.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">an unusual order<\/a>, the Supreme Court returned the case to Judge Chuang, requesting \u201ca more comprehensive record\u201d and a new ruling while the disputed requirement remained suspended.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Judge Chuang issued <a class=\"css-yywogo\" href=\"https:\/\/www.supremecourt.gov\/DocketPDF\/20\/20A34\/163800\/20201215122701848_FDA%20v.%20ACOG%20App.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a second opinion<\/a> on Dec. 9, again blocking the requirement. The \u201chealth risk has only gotten worse,\u201d he wrote.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe Covid-19 pandemic is substantially worse\u201d Judge Chuang wrote, noting that millions of Americans had fallen ill and hundreds of thousands had died. The severity of the pandemic, he added, was likely to increase.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Supreme Court ultimately overturned Judge Chuang\u2019s rulings in both the travel ban and abortion drug cases.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The court allowed the third version of Mr. Trump\u2019s Muslim travel ban to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/12\/04\/us\/politics\/trump-travel-ban-supreme-court.html\" title=\"\">stay in effect<\/a> while the appeals courts considered the issue.
