Putin and President Trump, as questions swirled over the American president\u2019s comments suggesting that power plants and \u201cdividing up\u201d Ukrainian assets were on the agenda.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The highly anticipated phone call, scheduled for Tuesday, will be the first known conversation between the two leaders since Ukraine agreed to support a U.S.-backed monthlong cease-fire, as long as Russia does the same. While Mr. Trump has unequivocally stated his desire to broker some sort of truce as quickly as possible, Mr. Putin <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/world\/europe\/putin-ceasefire-ukraine-trump.html\" title=\"\">seems to be seeking<\/a> to exploit the moment to win more concessions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Speaking aboard Air Force One on Sunday evening, Mr. Trump said that he expected to discuss territorial issues with Mr. Putin as well as the fate of Ukrainian power plants. He also noted that there had already been discussions about \u201cdividing up certain assets.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe want to see if we can bring that war to an end,\u201d Mr. Trump said. \u201cMaybe we can. Maybe we can\u2019t, but I think we have a very good chance.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Kremlin\u2019s spokesman confirmed on Monday that a call was expected to take place the following day. When asked whether Ukrainian power plants would be discussed, the spokesman, Dmitri S. Peskov, said \u201cwe never get ahead of things\u201d since in Moscow\u2019s \u201copinion the contents of conversations between the two leaders cannot be discussed a priori.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat is why we will not do that,\u201d he told a briefing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin has not yet agreed to the 30-day cease-fire that U.S. officials proposed after talks with Ukrainian officials in Jeddah, Saudi Arabia. He has said the idea was \u201cthe right one and we definitely support it\u201d \u2014 but laid out numerous conditions that could delay or derail any truce.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere are questions that we need to discuss, and I think that we need to talk them through with our American colleagues and partners,\u201d he <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/world\/europe\/putin-ceasefire-ukraine-trump.html\" title=\"\">told a news conference on Thursday<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Those remarks came just before Mr. Putin met with Steve Witkoff, who serves as Mr. Trump\u2019s special envoy to the Middle East. But he has been involved in the peace talks over Ukraine and other discussions about restoring ties between Moscow and Washington.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Witkoff told CNN on Sunday that his meeting with Russia\u2019s leader had lasted three to four hours. He declined to share the specifics of their conversation, but said it went well and that the two sides had \u201cnarrowed the differences between them.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine has <a class=\"css-yywogo\" href=\"https:\/\/www.president.gov.ua\/en\/news\/pislya-peremovin-u-dzhiddi-j-poyavi-na-stoli-amerikanskoyi-p-96649\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">accused Mr. Putin of stalling<\/a> while Russia\u2019s army advances on the battlefield to strengthen his hand in talks with the Trump administration about pausing the hostilities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Moscow\u2019s push to drive out Ukrainian troops <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/16\/world\/europe\/ukraine-kursk-retreat-russia.html\" title=\"\">from most of the Kursk region of Russia<\/a> in recent days has deprived Kyiv of an important bargaining chip in any potential negotiations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With its advance in Kursk, Russia can show Mr. Trump that it holds the momentum on the battlefield. <a class=\"css-yywogo\" href=\"https:\/\/storymaps.arcgis.com\/stories\/36a7f6a6f5a9448496de641cf64bd375\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Battlefield<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.scribblemaps.com\/maps\/view\/The-War-in-Ukraine\/091194\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">maps<\/a> compiled by both Russian and Western groups analyzing combat footage and satellite images show that Russian forces have already crossed into Ukraine\u2019s Sumy region from Kursk, in what analysts say may be an effort to flank and encircle the remaining Ukrainian troops in Kursk or open a new front in the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky has accused Russia to preparing to mount a larger offensive into the Sumy region, which is home to hundreds of thousands of people. Those actions, he said, indicated that Mr. Putin was not interested in peace.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since the American proposal for a cease-fire, Mr. Zelensky said on Sunday night, \u201cRussia stole almost another week \u2014 a week of war that only Russia wants.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe will do everything to further intensify diplomacy. We will do everything to make diplomacy effective,\u201d he wrote <a class=\"css-yywogo\" href=\"https:\/\/x.com\/ZelenskyyUa\/status\/1901373595995226190\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">on social media<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The reference to \u201cpower plants\u201d by Mr. Trump was the latest indication that they might factor into any such diplomacy around a cease-fire. While the president did not elaborate, his comments came on the same day Mr. Witkoff mentioned a \u201cnuclear reactor\u201d in an <a class=\"css-yywogo\" href=\"https:\/\/www.cbsnews.com\/news\/steve-witkoff-middle-east-envoy-face-the-nation-transcript-03-16-2025\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">interview with CBS News<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That appeared be a reference to the Zaporizhzhia nuclear plant in southern Ukraine, which Russia seized early in the war and still controls.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The six-reactor plant, Europe\u2019s largest, has not supplied power to Ukraine\u2019s grid since its capture. Its proximity to frontline fighting has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/10\/world\/europe\/zaporizhzhia-nuclear-plant-explainer.html\" title=\"\">long raised concerns<\/a> about the risk of a radiological disaster. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine has repeatedly <a class=\"css-yywogo\" href=\"https:\/\/energoatom.com.ua\/en\/news\/civilizovanij-svit-zalishayetsya-yedinim-u-pitanni-povernennya-zaes-pid-ukrayinskij-kontrol\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">demanded<\/a> Russian forces leave the power plant in order to reduce the risk of a nuclear accident and ease the country\u2019s power shortages. But that possibility has grown increasingly unlikely as Russia strengthens its hold on occupied territories in Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Viktoria Hryb, the head of the Ukrainian Parliament\u2019s subcommittee on energy security, said she was \u201ca little surprised that the question of the plant emerged\u201d in the remarks by Mr. Trump and Mr. Witkoff.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cUkraine wants it back,\u201d she said, but it isn\u2019t clear why Russia would give it up. The power plant sits in Ukraine\u2019s southern Zaporizhzhia region, which Russia has officially annexed despite controlling only part of its territory.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is unclear what Russia could ask in exchange for returning the Zaporizhzhia plant to Ukrainian control.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Victoria Voytsitska, a former lawmaker and senior member of the Ukrainian Parliament\u2019s energy committee, noted that Moscow had long sought to resume oil and gas exports to Western countries.
