Trump\u2019s electoral victory alarmed most New York Democrats \u2014 but not Eric Adams. For Mr. Adams, the mayor of New York City who had been criminally indicted and faced political isolation, it was a golden opportunity.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the weeks before the presidential inauguration, Mr. Adams cozied up to Mr. Trump, his political allies and his family.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The mayor called the president-elect on multiple occasions, congratulating him on his election victory and discussing city affairs. He met at a luxury Manhattan hotel with Stephen K. Bannon, Mr. Trump\u2019s ally and former top aide. And he contacted the president\u2019s second son, Eric Trump, who runs the Trump family business.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The previously unreported extent of the charm campaign was recounted in interviews with more than a dozen people knowledgeable about the effort, who spoke on the condition of anonymity to discuss the nature of the communications.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The effort culminated in Mr. Adams receiving an in-person meeting with Mr. Trump in Florida just days before the inauguration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While Mr. Adams did not explicitly raise his corruption case at the Florida meeting, the people said, Mr. Trump appeared sympathetic to the mayor\u2019s legal plight. The president-elect, on the verge of attaining the power to make the mayor\u2019s case disappear, lamented that the Justice Department under President Joseph R. Biden Jr. was \u201cweaponized.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams has said that he was there on city business, and that his outreach to Mr. Trump was normal political bridge-building, irrelevant to his criminal case. A City Hall spokeswoman noted he was not the only Democrat who has sought to find some common ground with Mr. Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMayor Adams wants to work with the new president, and not war with him, to better the lives of New Yorkers,\u201d Liz Garcia, the city hall spokeswoman, said in a statement. \u201cThere is no difference between how the mayor has approached his relationship with President Trump and how he approached his relationship with former President Biden. Any claim that he has anything but a professional relationship with President Trump is based in falsehood.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet their in-person meeting sealed a connection between the two men and was a prelude to the mayor\u2019s lawyers formally <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/13\/nyregion\/adams-lawyers-justice-department-dismissal.html\" title=\"\">asking<\/a> the Trump administration to abandon the case.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Less than a month<strong class=\"css-8qgvsz ebyp5n10\"> <\/strong>after their meeting, Mr. Trump\u2019s Justice Department ordered federal prosecutors in Manhattan to seek a dismissal of the indictment, arguing that it hindered Mr. Adams\u2019s cooperation with the administration\u2019s immigration crackdown. The department also claimed the corruption case would interfere in this year\u2019s mayoral election. It left open the possibility of reviving the charges after November.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That striking move to drop the case \u2014 which prompted <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/02\/14\/us\/doj-resignations-trump-adams.html\" title=\"\">several Justice Department resignations<\/a> last month and a political crisis in New York \u2014 reflected a changed reality for the American justice system as the president has begun to demolish the wall between prosecution and politics.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The mayor\u2019s case offers a blueprint for fighting criminal charges in this new, transactional era: flatter Mr. Trump, forge a personal connection and, when possible, support his agenda.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both sides stood to gain: Mr. Adams might well have secured his freedom, while Mr. Trump gained a friend in City Hall, someone to support elements of his immigration crackdown \u2014 and, potentially, his family business.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That business, the Trump Organization, played a role in the mayor\u2019s in-person meeting with Mr. Trump.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For one thing, the meeting was held at a Trump Organization property, a golf club in West Palm Beach, Fla. And it came about after Frank Carone, the mayor\u2019s trusted outside adviser and former chief of staff, contacted Eric Trump, two people with knowledge of the matter said. The two men became acquainted when Mr. Carone was in City Hall in New York and the Trump Organization was operating a golf course on city land.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Florida meeting also came as the Trump Organization was bidding on a New York City contract to operate a Central Park skating rink, according to people with knowledge of the matter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There is no indication that the mayor\u2019s office has advocated for the Trump Organization. But the situation is awkward nonetheless as the city\u2019s Department of Parks and Recreation must evaluate a business owned by a family to which Mr. Adams is seemingly indebted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams, his spokeswoman said, has not discussed the bid with the parks agency, which she said will follow its standard procedure.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">She also disputed that Mr. Adams, who has offered mild pushback on some of the most polarizing Trump administration actions, was indebted to the president. The mayor, who has maintained his innocence, has said he never discussed his case with Mr. Trump, and has repeatedly denied that he promised anything in exchange for dropping it.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump, who has played down the significance of the charges, has nonetheless denied having had anything to do with his Justice Department\u2019s abandonment of the case.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For the president, any political gain from the case disappearing might be fleeting. The appearance of a backroom deal playing out in public has damaged the mayor\u2019s re-election prospects, potentially limiting his usefulness to the president.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Moreover, the federal judge overseeing the case might not approve the Justice Department\u2019s plan to revisit the charges after the mayoral race.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Paul D. Clement, a prominent lawyer who the judge tasked with offering an independent recommendation on the case, warned that the arrangement could give the impression that the Trump administration was threatening the mayor with the specter of a revived case.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It could create the appearance, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/07\/us\/doc-annotation-adams-clement-brief.html\" title=\"\">Mr. Clement wrote<\/a>, \u201cthat the actions of a public official are being driven by concerns about staying in the good graces of the federal executive, rather than the best interests of his constituents.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The judge has already delayed Mr. Adams\u2019s trial, once set for April. Mr. Clement recommended that the judge dismiss the case entirely.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5b3e3d17\">Building a Connection<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In late October, a month after he was indicted, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/26\/us\/politics\/trump-fascist-mayor-adams.html\" title=\"\">the mayor<\/a> held a briefing for reporters ahead of Mr. Trump\u2019s election rally at Madison Square Garden. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/26\/us\/politics\/trump-fascist-mayor-adams.html\" title=\"\">was asked whether he agreed<\/a> with other Democrats who had called the former president a fascist.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams, <a class=\"css-yywogo\" href=\"https:\/\/transcripts.cnn.com\/show\/sitroom\/date\/2020-06-02\/segment\/01\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">who a few years earlier had characterized Mr. Trump<\/a> as a \u201ccomplete embarrassment to our nation,\u201d leaned forward, his hands clasped in front of him. \u201cMy answer is no,\u201d he said, adding, \u201cI think we could all dial down the temperature.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump soon won the election, and returned to New York, and the Garden, for a victory lap. This time, the event was an Ultimate Fighting Championship bout, where Mr. Adams approached the president-elect at his ringside seat, striking up a brief, friendly conversation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Those episodes were early signs of compatibility between the two men. In subsequent months, they bonded over their views on immigration. Unlike other big city Democratic mayors, Mr. Adams has pledged <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/12\/nyregion\/adams-homan-meeting-migrants.html\" title=\"\">to work with the president<\/a> to target immigrants who have committed crimes, though local sanctuary laws have thus far prevented him from cooperating fully.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They also shared a sense of grievance against the justice system.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last year, Mr. Trump became the first former and future president to be convicted of a crime and Mr. Adams became the first New York City mayor in modern history to be indicted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump was convicted of falsifying business records related to a sex scandal. Federal prosecutors in Manhattan accused Mr. Adams of soliciting illegal foreign campaign donations and accepting thousands of dollars\u2019 worth of travel benefits in exchange for helping Turkish officials <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/09\/26\/nyregion\/nyc-mayor-eric-adams-indictment-takeaways.html\" title=\"\">open a new consulate building.<\/a><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After Mr. Trump\u2019s electoral victory, Mr. Adams began calling him, according to people with knowledge of the conversations. In an initial call, he congratulated Mr. Trump on his election victory and on subsequent calls discussed city business, though the people declined to elaborate on the business that was discussed. Mr. Adams did not raise his case on the calls, the people said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In December, as their connection strengthened, Mr. Trump told reporters he would consider pardoning Mr. Adams, contending that the mayor had been treated \u201cpretty unfairly\u201d by federal prosecutors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Asked about the president-elect\u2019s comments at the time, Mr. Adams deferred to his legal team, saying, \u201cI have an attorney that is going to look at every avenue to ensure I get justice.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Soon after, Mr. Adams\u2019s defense team learned of a troubling development. According to court filings, a \u201ccredible source\u201d on Dec. 22 told Mr. Adams\u2019s lawyer Alex Spiro that a grand jury was hearing testimony related to a potential new charge.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Around this time, Mr. Adams appears to have stepped up his outreach to Mr. Trump\u2019s circle of supporters. That included turning to Mr. Bannon \u2014 a hard-right provocateur who was hardly a natural touch point for a Democratic mayor. But Mr. Bannon, too, had once faced charges brought by the Manhattan federal prosecutors\u2019 office, and he had been represented by Mr. Spiro.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Weeks before the inauguration, after Mr. Spiro helped to connect them, the mayor met with Mr. Bannon at the Pierre Hotel on Fifth Avenue, according to people with knowledge of the encounter. Mr. Adams did not mention his case, one of the people said, but they discussed a potential mayoral primary against former Gov. Andrew M. Cuomo.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-12\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe mayor did not do anything differently than mayors do during administration changes,\u201d Mr. Spiro said in an emailed statement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams had other meetings with people in Mr. Trump\u2019s orbit.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A person with knowledge of the matter said that Mr. Carone, the mayor\u2019s political problem-solver, contacted Bruce Blakeman, a Republican and the Nassau County executive. Mr. Adams and Mr. Blakeman then dined together on Long Island in mid-January, after which <a class=\"css-yywogo\" href=\"https:\/\/x.com\/NYCMayor\/status\/1879387738719350823\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the mayor said<\/a> the two men had discussed \u201cthe issue of violent gangs in our region.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a statement, a spokesman for Mr. Blakeman declined to discuss the specifics of the conversation, saying only that the men \u201cfrom time to time discuss matters of regional interest.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-14\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As the inauguration approached, the president-elect was not the only Trump family member to receive a call from the mayor. Mr. Adams also contacted Eric Trump, people with knowledge of the previously unreported call said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is unclear what they discussed beyond pleasantries, though the people said that Mr. Adams\u2019s case did not come up.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The friendly call reflected a contrast with the Trump Organization\u2019s relationship with the previous mayor, Bill de Blasio. He had sought to oust the company from its Ferry Point golf course \u2014 operated on city land in the Bronx \u2014 in the aftermath of Trump supporters\u2019 storming of the U.S. Capitol on Jan. 6, 2021.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-15\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But in 2022, with Mr. Adams as mayor and Mr. Carone as his chief of staff, the city made two decisions about Ferry Point that were favorable for the Trumps.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-16\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It did not appeal a court ruling that allowed the Trump Organization to keep Ferry Point, and it <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/08\/26\/nyregion\/trump-ferry-point-golf-liv-aramco.html\" title=\"\">approved the Trumps<\/a> to host a Saudi Arabia-backed women\u2019s golf tournament there.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Eric Trump later called Mr. Carone to express his appreciation, according to people with knowledge of the previously unreported call. Though Mr. Carone left the Adams administration by early 2023, he and Eric Trump periodically stayed in touch.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Less than a week before the presidential inauguration, Mr. Carone called Eric Trump to arrange the meeting between the mayor and the president-elect.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The younger Trump explained that he was not a formal member of his father\u2019s political operation, but nonetheless offered to connect Mr. Carone with a scheduler for the president-elect.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-17\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">By the end of that week, Mr. Adams was on his way to Florida.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5761d06d\">A Crucial Lunch<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-18\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Trump International Golf Club West Palm Beach, the first golf course Mr. Trump acquired, is a sprawling property nestled between an airport and the ocean.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams and Mr. Carone arrived in time for lunch, on a cool day after Mr. Trump had finished a round of golf. Steve Witkoff, a billionaire real estate developer now serving as special envoy to the Middle East, was there, as was Eric Trump. The mayor did not bring any other city officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The group huddled in a roped-off corner of the dining room. They discussed the recently signed cease-fire agreement between Israel and Hamas \u2014 Mr. Witkoff had played a role in the negotiations \u2014 and areas where the Trump and Adams administrations might work together.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTo be clear, we did not discuss my legal case,\u201d Mr. Adams said in a statement afterward. He said he had discussed the city\u2019s priorities, adding, \u201cI strongly believe there is much our city and the federal government can partner on to make New York City safer, stronger and more affordable.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-19\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Three days later, Mr. Adams said he had received <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/nyregion\/adams-trump-inauguration.html\" title=\"\">a last-minute invitation to the presidential inauguration<\/a> from Mr. Witkoff, which he accepted \u201con behalf of New York City.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams\u2019s lawyers seized the momentum.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Soon after the inauguration, they sent a letter to the top White House lawyer to request that Mr. Trump pardon the mayor. And while the White House did not respond, the acting deputy attorney general, Emil Bove III, one of Mr. Trump\u2019s former criminal defense lawyers, soon reached out to discuss potentially dropping the case.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-2bad35a4\">\u2018He Was Always Supportive\u2019<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-20\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Adams was not the only one who wanted something.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration sought the mayor\u2019s support for an immigration crackdown.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And the Trump Organization wants the city\u2019s blessing to regain control of the Wollman ice rink in Central Park, a chance to restore his name to a hometown landmark.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-21\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Wollman is a city-owned property that Mr. Trump helped refurbish in 1986 and wove into his public image as a master builder. The Trump Organization operated the rink for years, but the de Blasio administration moved to expel the company after the Jan. 6, 2021, Capitol riot. The Trump contract expired, and a new operator took over later that year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The current contract expires in 2027, so the city parks agency last year solicited bids on a new 20-year deal to operate the rink.
