Putin of Russia on Friday insisted that Ukraine order some of its forces to surrender to Russia, a striking demand made hours after President Trump said the United States had \u201cvery good and productive\u201d discussions with Mr. Putin about a potential cease-fire.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin\u2019s televised comments came shortly after Mr. Trump, on social media, said he had urged the Russian leader to spare the lives of Ukrainian soldiers struggling to hold on to a patch of land in the Kursk region of Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI have strongly requested to President Putin that their lives be spared,\u201d Mr. Trump wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both presidents claimed on Friday that Ukrainian forces were surrounded in Kursk, the area where Kyiv\u2019s troops stunned Russia with a cross-border incursion last summer. Independent analysts have challenged those claims, and Ukraine\u2019s military on Friday again rejected them.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, Russian forces have of late had the upper hand in the fighting in Kursk. And Mr. Putin said that for Mr. Trump\u2019s call \u201cto be effectively implemented,\u201d the leaders of Ukraine needed to order their \u201cmilitary units to lay down their arms and surrender.\u201d Neither man has raised the idea of Russian troops on Ukrainian land surrendering.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine gave no indication on Friday that his country\u2019s soldiers would withdraw from Kursk, let alone surrender, but acknowledged that the situation in the region was \u201cvery difficult.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He also questioned whether Russia was acting in good faith, accusing Mr. Putin of \u201cdoing everything possible to ensure that diplomacy fails.\u201d Ukraine, Mr. Zelensky reiterated, has already agreed to a 30-day, unconditional cease-fire to stop the war that Russia\u2019s leader began by ordering the full-scale invasion three years ago.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cPutin cannot get out of this war, because then he will be left with nothing,\u201d Mr. Zelensky wrote on social media. \u201cThat is why he is now doing everything possible to sabotage diplomacy, setting extremely difficult and unacceptable conditions from the very beginning, even before the cease-fire.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Battles have been raging in Kursk as Moscow\u2019s forces push to drive Ukrainian troops from the land they seized over the summer. Russian troops have advanced in recent days, with Mr. Putin urging them to finish the job <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/12\/world\/europe\/putin-russia-ukraine-cease-fire.html\" title=\"\">\u201cin the shortest possible time.\u201d<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">What happens next <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/kursk-ukraine-russia-war.html?searchResultPosition=2\" title=\"\">in Kursk<\/a> has become a key point of contention ahead of a potential cease-fire. Mr. Putin had on Thursday suggested less explicitly that he wanted Ukraine to order its soldiers there to surrender as part of any deal to end the war, which has killed and wounded <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/03\/world\/europe\/ukraine-russia-war-drones-deaths.html\" title=\"\">more than a million soldiers<\/a> and countless civilians.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But his comments on Friday were far more direct, and came as both the Kremlin and White House signaled negotiations were moving forward despite the raft of concessions Moscow appears to be seeking.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After the Russian leader met with Steve Witkoff, the U.S. special envoy, in Moscow, late Thursday, top officials at both the White House and the Kremlin expressed \u201ccautious optimism.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe had very good and productive discussions with President Vladimir Putin of Russia yesterday,\u201d Mr. Trump wrote Friday morning on his Truth Social platform, in an apparent reference to the meeting with Mr. Witkoff. \u201cThere is a very good chance that this horrible, bloody war can finally come to an end.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It wasn\u2019t immediately clear whether Mr. Putin and Mr. Trump had spoken directly. The Kremlin had said that Mr. Putin, in his meeting with Mr. Witkoff, \u201cpassed along information and additional signals for President Trump.\u201d It also said that Mr. Putin expected to talk to Mr. Trump but that the call had yet to be scheduled.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In that Truth Social post, Mr. Trump also said thousands of Ukrainian troops were \u201ccompletely surrounded by the Russian military\u201d \u2014 an apparent reference to Russian claims that Ukrainian soldiers were surrounded in Kursk.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is no threat of encirclement of our units,\u201d the Ukrainian military\u2019s general staff said in <a class=\"css-yywogo\" href=\"https:\/\/t.me\/GeneralStaffZSU\/21994\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a statement<\/a> soon after, calling such reports \u201cfalse and fabricated by the Russians.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A Ukrainian soldier fighting in Kursk who was reached by phone on Friday, speaking on condition of anonymity to discuss the current situation on the battlefield, said \u201cthe situation is bad, almost critical.\u201d But it was not as bad as Mr. Trump described in his post, the soldier added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Ukrainian authorities on Friday ordered several villages in the Sumy region, across the border from Kursk, to evacuate amid fears that the fighting could spill over.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAerial attacks \u2014 such as glide bombs and drones \u2014 have intensified in the border areas,\u201d Volodymyr Artiukhin, the Ukrainian head of the Sumy Regional Military Administration, said on Facebook, announcing the mandatory evacuation of eight villages.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">If Russian forces drive Ukrainian troops out of Kursk, that would deny Mr. Zelensky a significant bargaining chip in any negotiations.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And Mr. Putin showed on Thursday that he was in no hurry to accept the offer of a 30-day truce made by Ukraine and the United States this week \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/world\/europe\/putin-ceasefire-ukraine-trump.html\" title=\"\">telling a news conference that he was open to the proposal<\/a>, but adding that he would seek to negotiate over a slew of issues, such as Western weapons deliveries to Ukraine, that could delay or derail any deal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dmitri S. Peskov, Mr. Putin\u2019s spokesman, suggested on Friday that the outcome of the diplomatic back-and-forth would only become clear after Mr. Witkoff had briefed Mr. Trump and after the Russian and American leaders had spoken by phone. The two leaders are <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/12\/us\/politics\/trump-putin-call-russia-ukraine-war.html\" title=\"\">last known to have spoken<\/a> on Feb. 12.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Witkoff, who is officially the president\u2019s Middle East envoy, has also taken on a key role as an interlocutor with Russia \u2014 spending three hours meeting with Mr. Putin last month as he finalized <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/11\/us\/politics\/marc-fogel-teacher-released-russia.html\" title=\"\">a prisoner exchange<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cAfter Mr. Witkoff passes along all of the information he received in Moscow to his head of state \u2014 we\u2019ll determine the timing of the conversation after that,\u201d Mr. Peskov said. \u201cThere\u2019s an understanding on both sides that such a conversation is necessary.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The comments were the latest indication that Mr. Putin is likely trying to balance a desire to avoid upsetting Mr. Trump with his effort to force wide-ranging concessions from the West and from Ukraine.
