Kennedy Jr., the health and human services secretary, outlined a strategy for containing the measles outbreak in West Texas that strayed far from mainstream science, relying heavily on fringe theories about prevention and treatments. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">He issued a muffled call for vaccinations in the affected community, but said the choice was a personal one. He suggested that measles vaccine injuries were more common than known, <a class=\"css-yywogo\" href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9939709\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">contrary to extensive research<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He asserted that natural immunity to measles, gained through infection, somehow also protected against cancer and heart disease, a claim not supported by research.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He cheered on questionable treatments like <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/04\/health\/texas-measles-outbreak-kennedy.html\" title=\"\">cod liver oil<\/a>, and said that local doctors had achieved \u201calmost miraculous and instantaneous\u201d recoveries with steroids or antibiotics. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The worsening measles outbreak, which has largely spread through a Mennonite community in Gaines County, has infected nearly 200 people and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/26\/us\/texas-measles-outbreak-death.html\" title=\"\">killed a child<\/a>, the first such death in the United States in 10 years.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Another suspected measles death has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/06\/health\/measles-death-new-mexico.html\" title=\"\">reported in New Mexico<\/a>, where cases have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/health\/measles-texas-new-mexico.html\" title=\"\">recently increased<\/a> in a county that borders Gaines County.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The interview, which lasted 35 minutes, was posted online by Fox News last week, just before the President Trump\u2019s address to Congress. Segments had been posted earlier, but the full version received little attention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy offered conflicting public health messages as he tried to reconcile the government\u2019s longstanding endorsement of vaccines with his own decades-long skepticism.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-14da5dcf\"><span>Vaccines are \u201crecommended\u201d for West Texans, but the risks of immunization have been underestimated, he said.<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy acknowledged that vaccines \u201cdo prevent infection\u201d and said that the federal government was helping ensure that people have access to \u201cgood medicines, including those who want them, to vaccines.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIn highly unvaccinated communities like Mennonites, it\u2019s something that we recommend,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy described vaccination as a personal choice that must be respected, then went on to raise frightening concerns about the safety of the vaccines.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He said he\u2019d been told that a dozen Mennonite children had been injured by vaccines in Gaines County. People in the community wanted federal health workers <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/04\/us\/politics\/cdc-measles-outbreak.html\" title=\"\">arriving in Texas<\/a> \u201cto also look at our vaccine-injured kids and look them in the eye,\u201d Mr. Kennedy said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet the M.M.R. vaccine itself has been thoroughly studied and is safe. There is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/23\/health\/what-causes-autism.html\" title=\"\">no link to autism<\/a>, as the secretary has claimed in the past. While all vaccines have occasional adverse effects, health official worldwide have concluded that the benefits far outweigh the very small risks of vaccination. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy asserted otherwise: \u201cWe don\u2019t know what the risk profile is for these products. We need to restore government trust. And we\u2019re going to do that by telling the truth, and by doing rigorous science to understand both safety and efficacy issues.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In response to questions about Mr. Kennedy\u2019s position on vaccination, a Health and Human Services spokesman pointed to a recent <a class=\"css-yywogo\" href=\"https:\/\/www.foxnews.com\/opinion\/robert-f-kennedy-jr-measles-outbreak-call-action-all-us\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">opinion piece<\/a> in which he wrote that the shots prevented children from contracting measles and protected people who couldn\u2019t be vaccinated.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cHowever, he believes that \u2018the decision to vaccinate is a personal one,\u2019\u201d the spokesman said, referring to Mr. Kennedy\u2019s opinion article.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-6561d473\"><span>Mr. Kennedy claimed that it was \u201cvery difficult\u201d for measles to kill a healthy person and that malnutrition played a role in the Texas outbreak.<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Early in the interview, Mr. Kennedy acknowledged the seriousness of measles infection, noting that it can lead to death, brain swelling and pneumonia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But he also described the illness as rarely fatal, even before 1963, when the vaccine became available. He said measles has a \u201cvery, very low infection fatality rate.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/measles\/hcp\/clinical-overview\/index.html#:~:text=Common%20complications%20from%20measles%20include,central%20nervous%20system%20characterized%20by:\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">According to the Centers for Disease Control and Prevention<\/a>, for every thousand people infected with measles in the United States, the virus kills one to three. One study estimated that without vaccination today there would be <a class=\"css-yywogo\" href=\"https:\/\/academic.oup.com\/jid\/article-abstract\/189\/Supplement_1\/S131\/821190?redirectedFrom=PDF\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">400,000 hospitalizations and 1,800 deaths<\/a> annually.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Death isn\u2019t the only possible consequence. Measles can also cause permanent blindness, deafness and intellectual disability. Before the vaccine became available, about a <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/measles\/about\/history.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">thousand people every year<\/a> had encephalitis because of the virus.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In later comments, Mr. Kennedy suggested that severe symptoms mainly affected people who were unhealthy before contracting measles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s very, very difficult for measles to kill a healthy person,\u201d he said, adding later that \u201cwe see a correlation between people who get hurt by measles and people who don\u2019t have good nutrition or who don\u2019t have a good exercise regimen.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">West Texas is \u201ckind of a food desert,\u201d he added. Malnutrition \u201cmay have been an issue\u201d for the child who died of measles in Gaines County. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Texas health officials said the child had \u201cno known underlying conditions.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Wendell Parkey, a physician in Gaines County with many Mennonite patients, said the idea that the community was malnourished was mistaken.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mennonites often avoid processed foods, raise their own livestock and make their own bread, he noted. From a very young age, many members of the community also help with farming and other physically demanding jobs.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey\u2019re the healthiest people out here,\u201d he said. \u201cNutritionally, I would put them up against anybody.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There is data to show that severely malnourished children in poor countries often suffer worse outcomes from measles, said Dr. Sean O\u2019Leary, chair of the infectious disease committee at the American Academy of Pediatrics.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But there is no credible evidence that poor eating habits and exercise routines make a child more prone to measles complications, he added.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">There is also ample evidence that measles routinely killed healthy children before the M.M.R. vaccine became available, said Patsy Stinchfield, immediate past president of the National Foundation for Infectious Diseases.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Before 1963, roughly 500 children, many of them previously healthy, died from the virus each year, she said. About 40 percent of people infected last year <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/measles\/data-research\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">were hospitalized<\/a>, according to the C.D.C.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the interview, Mr. Kennedy appeared frustrated that a vaccine-preventable illness rather than chronic disease had drawn national attention during his first weeks as secretary.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe\u2019ve had two measles deaths in 20 years in this country \u2014 we have 100,000 autism diagnoses every year,\u201d he said. \u201cWe need to keep our eye on the ball. Chronic disease is our enemy.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The suggestion that vaccines cause autism has been discredited by dozens of <a class=\"css-yywogo\" href=\"https:\/\/nap.nationalacademies.org\/catalog\/13164\/adverse-effects-of-vaccines-evidence-and-causality\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">scientific studies<\/a>. Scientists have pointed out that measles deaths are so upsetting because they are preventable with vaccination.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-d1e30ad\"><span>\u201cNatural immunity\u201d after infection may protect the body against various chronic illnesses, the secretary said.<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Asked whether he opposed so-called measles parties \u2014 events that parents hold to purposely spread measles from a sick child to healthy children \u2014 Mr. Kennedy said he would \u201cnever advise someone to get sick.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But he also praised the benefits of natural immunity, protection gained after becoming infected with a virus, claiming that it lasted longer than vaccine-induced immunity and may later protect against cancers and cardiac disease.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While it\u2019s true that a measles infection may offer lifelong protection against the virus, the risks of getting sick far outweigh any small immunity benefit, said Dr. O\u2019Leary.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Two doses of the M.M.R. vaccine are about 97 percent effective at preventing an infection. Even if a vaccinated person gets a breakthrough infection, the illness tends to be mild.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Experts also said there was no credible evidence to support the claim that a measles infection protects against other diseases. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Just the opposite: A measles infection may cause \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/10\/31\/health\/measles-vaccine-immune-system.html\" title=\"\">immune amnesia<\/a>,\u201d in which the body \u201cforgets\u201d how to defend itself against illnesses it has already been exposed to, making it more susceptible to future infections.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-51c86ecb\"><span>Kennedy spoke enthusiastically about unproven treatments for measles, and said the H.H.S. would study them.<\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy said the Department of Health and Human Services would conduct clinical trials on several unproven treatments for measles, including a steroid, budesonide; an antibiotic called clarithromycin; and cod liver oil, which he said was \u201cthe safest application of vitamin A.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy said he had heard from two local doctors that these treatments had led to \u201cmiraculous and instantaneous recovery.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe need to really do a good job of talking to the frontline doctors and see what is working on the ground,\u201d he said. \u201cThose therapeutics have really been ignored by the agency for a long, long time.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While physicians sometimes <a class=\"css-yywogo\" href=\"https:\/\/publications.aap.org\/aapnews\/news\/31490\/AAP-leaders-combating-misinformation-amid-measles?searchresult=1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">administer high doses of vitamin A<\/a> to care for children with severe measles, delivering it via a dietary supplement like cod liver oil makes it difficult to administer precise amounts, said Dr. William Schaffner, an infectious disease specialist at Vanderbilt University Medical Center.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">There is no credible data to suggest that cod liver oil is<strong class=\"css-8qgvsz ebyp5n10\"> <\/strong>\u201cin any way conceivably safer\u201d than traditionally administered vitamin A, he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dr. Schaffner said that antibiotics, which fight bacterial infections, are not effective treatments for measles, a virus. And he was unaware of any evidence that showed that steroids improved outcomes for children with measles.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Conducting a clinical trial of these treatments is difficult on a practical level \u2014 there are not enough children with measles in the United States to run a large trial. And such a study would be ethically fraught: Doctors might need to withhold standard supportive care, like vitamin A, in order to test these remedies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kennedy\u2019s focus on unverified treatments has frustrated some doctors in Gaines County, who have been trying to explain to patients that there is no antiviral for measles and that they have little control over which patients suffer serious symptoms.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe already are dealing with people that think measles is not a big deal,\u201d said Dr. Leila Myrick, a family medicine doctor in Seminole, Texas, who has been caring for patients with measles for several weeks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cNow they\u2019re going to think they can get this miracle treatment and that they definitely don\u2019t need to get vaccinated.
