The lobbyist never heard back about the pardon, and his client remained imprisoned for his role in an insurance bribery scandal that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/04\/04\/us\/north-carolina-republicans.html\" title=\"\">shook North Carolina Republican politics<\/a> and left thousands of retirees <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/thousands-of-retirees-cant-withdraw-savings-invested-in-firms-controlled-by-indicted-financier-greg-lindberg-6a268369\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">unable to obtain access to their annuities<\/a> for years.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Four years later, the lobbyist is back, pushing for a presidential pardon for the same client, the insurance mogul Greg E. Lindberg.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But this time around is different. The new administration has a team of appointees focusing on the process early in Mr. Trump\u2019s term, with a particular focus on clemency grants that underscore the president\u2019s own grievances about what he sees as the political weaponization of the justice system.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Lawyers and lobbyists with connections to Mr. Trump have scrambled to take advantage. They have collected large fees from clemency seekers who would not be eligible for second chances under apolitical <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/jm\/jm-9-140000-pardon-attorney#9-140.112\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">criteria<\/a> that are intended to guide a Justice Department system for recommending mercy for those who have served their time or demonstrated remorse and a lower likelihood of recidivism.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Instead, clemency petitioners are mostly circumventing that system, tailoring their pitches to the president by emphasizing their loyalty to him and echoing his claims of political persecution.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among them are a rapper <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/26\/us\/pras-michel-campaign-finance-convicted.html\" title=\"\">convicted in connection with a Malaysian embezzlement scheme<\/a>, a reality-television-star couple found guilty of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/11\/21\/us\/todd-julie-chrisley-sentencing.html\" title=\"\">defrauding banks and evading taxes<\/a>, and two Washington, D.C., police officers convicted after a chase that killed a young man.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s use of clemency in his first term \u201cwas all about cronyism and partisanship and helping out his friends and his political advisers,\u201d said Rachel E. Barkow, a professor at New York University School of Law who has studied the use of presidential clemency. \u201cThe potential for corruption is higher\u201d this time around, she said. \u201cBecause they\u2019re starting early, they have figured out how they want to set it up so that people have a pipeline to get to them.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cLike any sequel,\u201d she said, \u201cit\u2019s going to be worse.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-207bf6c4\">An Unorthodox Approach<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Both Mr. Trump and former President Joseph R. Biden Jr. were criticized for ignoring the screening and guidelines of the Justice Department\u2019s Office of the Pardon Attorney in their clemency grants. Clemency experts objected to Mr. Biden\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/01\/us\/politics\/hunter-biden-pardon-recommendation.html\" title=\"\">far-reaching pardons<\/a> of his son Hunter and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/biden-pardons-fauci-milley-cheney-jan-6.html\" title=\"\">other family members<\/a>, and to Mr. Trump\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/trump-pardons-jan-6.html\" title=\"\">sweeping grant of clemency<\/a> to all of the nearly 1,600 people charged in connection with the Jan. 6 attack on the Capitol.<\/p>\n<div data-testid=\"imageblock-wrapper\">\n<figure class=\"img-sz-small css-1189og3 e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption data-testid=\"photoviewer-children-caption\" class=\"css-13ytnnu ewdxa0s0\"><span class=\"css-jevhma e13ogyst0\">Elizabeth G. Oyer, who had been the U.S. pardon attorney since being appointed in 2022 during the Biden administration, revealed on social media Friday that she had been fired. <\/span><span class=\"css-14fe1uy e1z0qqy90\"><span class=\"css-1ly73wi e1tej78p0\">Credit&#8230;<\/span><span><span aria-hidden=\"false\">U.S. Department of Justice<\/span><\/span><\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"css-at9mc1 evys1bk0\">The process used by the pardon attorney\u2019s office to identify and recommend applicants for clemency is intended to favor those who accept responsibility for their crimes and are unlikely to reoffend.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Presidents are under no obligation to act on the office\u2019s recommendations in extending second chances through pardons, which wipe out convictions, and through commutations, which reduce prison sentences.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">According to people familiar with the matter, Mr. Trump\u2019s White House had marginalized the pardon attorney\u2019s office, shifting control of much of the clemency operation to the White House Counsel\u2019s Office.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Friday evening, Elizabeth G. Oyer, who had been the U.S. pardon attorney since being appointed in 2022 during the Biden administration, <a class=\"css-yywogo\" href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7303903623426560002\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said on social media<\/a> that she <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/us\/politics\/trump-justice-dept-ousters.html\" title=\"\">had been fired<\/a> from the post by Todd Blanche, the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/05\/us\/politics\/todd-blanche-trump-deputy-ag-senate-confirmation.html\" title=\"\">newly confirmed<\/a> deputy attorney general.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Even before her firing, a senior White House official said in an interview that \u201cthe White House Counsel\u2019s Office is the one handling all clemency petitions.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among the White House officials involved are Sean Hayes, who worked for Representative Jim Jordan, Republican of Ohio, and Gary Lawkowski, who served as deputy general counsel for Mr. Trump\u2019s 2024 campaign. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">In addition, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/20\/us\/politics\/trump-pardon-czar-johnson.html\" title=\"\">Mr. Trump last month named Alice Johnson as \u201cpardon czar,\u201d<\/a> responsible for recommending clemency grants. That formalized a role she had filled as an outside adviser during Mr. Trump\u2019s first term, when she advocated for legislation and clemency grants to reduce sentences for mostly nonviolent drug offenders. Mr. Trump in 2018 had commuted her life sentence for nonviolent drug-related offenses, then granted her a full pardon in 2020.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Clemency supporters expressed optimism that Ms. Johnson would push for pardons and commutations for people of color, as well as for those who lack wealth or political connections and whose petitions might otherwise languish in the pardon attorney\u2019s office. Before Mr. Trump, her own application had been denied by the office, which has drawn criticism for moving too slowly and giving too much weight to prosecutors\u2019 views.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-180e834d\">Shared Grievances<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Alex Little, a former federal prosecutor, represents three people seeking clemency with appeals that mirror Mr. Trump\u2019s grievances.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere are key players in the Trump administration who have had a front-row seat to prosecutorial misconduct,\u201d he said in an interview. \u201cIt changes your perspective on these issues, and it\u2019s difficult to ignore that when you\u2019re back in government.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Little prepared thick binders with court documents, testimonials and narrative summaries to present to the White House and certain Justice Department officials \u2014 but notably not the Office of the Pardon Attorney \u2014 in arguing for mercy for his clients.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Among them are the conservative reality TV stars Todd and Julie Chrisley. They were sentenced in 2022 to years in federal prison for bank fraud and tax evasion, which prosecutors said was done to fund a lavish lifestyle. Mr. Little wrote that their conviction \u201cexemplifies the weaponization of justice against conservatives and public figures, eroding basic constitutional protections.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<div data-testid=\"imageblock-wrapper\">\n<figure class=\"img-sz-small css-1189og3 e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption data-testid=\"photoviewer-children-caption\" class=\"css-13ytnnu ewdxa0s0\"><span class=\"css-jevhma e13ogyst0\">Alex Little, a former federal prosecutor, is now representing three people currently seeking clemency.<\/span><span class=\"css-14fe1uy e1z0qqy90\"><span class=\"css-1ly73wi e1tej78p0\">Credit&#8230;<\/span><span><span aria-hidden=\"false\">Mark Humphrey\/Associated Press<\/span><\/span><\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"css-at9mc1 evys1bk0\">The summary, which was read aloud by the Chrisleys\u2019 daughter, Savannah Chrisley, <a class=\"css-yywogo\" href=\"https:\/\/youtu.be\/WAmFdFvSfm8?t=946\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">on her podcast last month<\/a>, notes that her parents are \u201cvocal supporters of President Trump.\u201d <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Little\u2019s summary linked the prosecutors in the Chrisleys\u2019 case to Fani T. Willis, the Georgia state prosecutor who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2023\/08\/14\/us\/trump-indictment-georgia-election\" title=\"\">charged Mr. Trump in 2023<\/a> in connection with his efforts to cling to power after the 2020 election.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Little is also working on the Lindberg case, comparing him in the pardon packet to Mr. Trump, and writing that Mr. Lindberg \u201cbecame a target of overzealous career prosecutors at the D.O.J. and F.B.I. who twisted a legitimate business dispute into criminal charges.\u201d His summary notes that Mr. Lindberg was previously represented by Mr. Blanche, and suggesting that the deputy attorney general, who is expected to oversee the Justice Department\u2019s clemency portfolio, believes the case was flawed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Justice Department did not respond to questions about whether Mr. Blanche would recuse himself from the matter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Also working for Mr. Lindberg are two well-connected lawyers who had pushed for a pardon at the end of the last Trump administration: the veteran Republican lobbyist Alex Vogel and the noted defense attorney Alan M. Dershowitz, who had defended Mr. Trump during his first impeachment trial and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/02\/08\/us\/politics\/dershowitz-trump-pardons-clemency.html\" title=\"\">developed a niche as a clemency advocate<\/a> toward the end of the administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Dershowitz in an interview cast his clemency work as a continuation of his legal representation, adding, \u201cI only take on cases that I think merit clemency.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Vogel was the person who was lobbying a top White House official in the hours before the Capitol riot, according to a person familiar with the episode.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-3dcb3435\">High-Priced Advocacy<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Vogel\u2019s firm was <a class=\"css-yywogo\" href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/ef0cb1dd-8af4-45ce-86c9-565dc00a5184\/print\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">paid $100,000<\/a> in less than three months of lobbying for one of Mr. Lindberg\u2019s companies back then, according to <a class=\"css-yywogo\" href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/4c58e337-1388-416d-9734-8eba8547df7c\/print\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">congressional filings<\/a>, hinting at the lucrative fees available to those who offer to help secure pardons from Mr. Trump. A different Lindberg company <a class=\"css-yywogo\" href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/1c7a1900-066c-4326-a363-6768c1ea2ad4\/print\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">re-engaged Mr. Vogel\u2019s firm<\/a> after Mr. Trump\u2019s victory in the 2024 election and <a class=\"css-yywogo\" href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/04621ef2-5966-44fa-b67c-a94b66beed5f\/print\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">paid it $100,000 in December<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Another Trump-connected lawyer at a law firm where Mr. Vogel is a partner, Jonathan Fahey, represented a Washington, D.C., police officer who was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/22\/us\/politics\/trump-pardons-police-officers-sutton-zabavsky.html\" title=\"\">pardoned by Mr. Trump<\/a> in January. The officer had been sentenced to four years in prison for conspiring to cover up a police chase that killed a 20-year-old Black man. The episode led to days of racial-justice protests and clashes in the nation\u2019s capital. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Fahey, who has complained about a <a class=\"css-yywogo\" href=\"https:\/\/www.congress.gov\/118\/meeting\/house\/117501\/witnesses\/HHRG-118-FD00-Wstate-FaheyJ-20240709.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">politicization of the Justice Department<\/a> against Mr. Trump, in a <a class=\"css-yywogo\" href=\"https:\/\/x.com\/JonforFairfax\/status\/1882262396548579524\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">social media post<\/a> called the officer \u201cthe victim of a politically motivated prosecution.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Similarly, allies of Sam Bankman-Fried have been consulting with a former Trump campaign lawyer to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/07\/technology\/sam-bankman-fried-pardon-trump.html\" title=\"\">position the imprisoned cryptocurrency mogul for a pardon<\/a> by claiming he was treated unfairly by a prosecutor and a judge with whom Mr. Trump\u2019s team has clashed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Margaret Love, who served as the U.S. pardon attorney in the 1990s and now works in private practice advising petitioners, warned that Mr. Trump\u2019s approach to clemency risked favoring wealthy or well-connected people who claim mistreatment by the justice system.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cOrdinary people who express remorse and seek forgiveness should be able to access clemency\u2019s benefits without the intervention of high-priced lawyers and lobbyists,\u201d she said in an email.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other lawyers with ties to Mr. Trump who successfully secured clemency during his first term are back with more clients.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Adam Katz previously helped secure a commutation for Adriana Camberos, a Southern California businesswoman who was sentenced to prison for her role in a scheme to sell millions of counterfeit bottles of the caffeinated drink 5-hour Energy. She was <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/usao-sdca\/pr\/federal-jury-convicts-siblings-fraud-defendants-made-tens-millions-dollars-lying-0\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">convicted in a new fraud case<\/a> involving consumer goods in October, becoming one of at least seven people who have since been charged with new crimes, including domestic violence, according to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/14\/us\/politics\/philip-esformes-trump-clemency-recipient-new-charges.html\" title=\"\">analyses by The New York Times<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Katz, who once represented Rudolph W. Giuliani in a defamation case related to his effort to overturn Mr. Trump\u2019s loss in the 2020 election, is pursuing a pardon for the rapper Prakazrel Michel, known as Pras, who was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/26\/us\/pras-michel-campaign-finance-convicted.html\" title=\"\">convicted in 2023 for foreign lobbying violations<\/a> and other crimes related to a Malaysian embezzlement scheme.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Allies of Mr. Michel, who is Black, have argued to Trump administration officials that he was treated more harshly by the Biden Justice Department than <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/10\/08\/us\/politics\/elliott-broidy-trump-fundraiser.html\" title=\"\">white associates<\/a> who were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/05\/17\/business\/doj-steve-wynn-trump-china.html\" title=\"\">implicated in connection with the case<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-12\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A spokeswoman for Mr. Michel suggested that argument would resonate with Ms. Johnson, asserting that she \u201cunderstands more than anyone the gross injustices embedded in our criminal justice system.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Johnson did not respond to a request for comment.<\/p>\n<p class=\"css-798hid etfikam0\">Erica L.
