Miller replaces Susie Wiles, who has been his chief of staff throughout his second term.\u00a0<\/p>\n<p>The move comes after Republicans suffered <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/house-districts-flipped-2026-midterm-elections\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">crippling losses in the midterm elections<\/a><\/span> and as Democrats plan sweeping investigations into the administration&#8217;s actions, including its immigration enforcement policies.\u00a0<\/p>\n<p>Miller was the architect behind many of those policies and also championed the administration&#8217;s immigration enforcement expansion, which has been supported by approximately $170 billion that congressional Republicans allocated for immigration enforcement and border security in the One Big Beautiful Bill Act, which became law in July 2025.\u00a0<\/p>\n<p>During Mr. Trump&#8217;s first term, Miller helped develop and publicly defend the administration&#8217;s <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-adviser-calls-travel-ban-enormously-successful-despite-uproar\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">executive order<\/a><\/span> that restricted entry by nationals of several Muslim-majority countries. The travel ban led to protests around the U.S. and legal challenges. A third iteration of the ban was upheld by the Supreme Court in 2018.\u00a0<\/p>\n<p>He was a <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/stephen-miller-driving-force-behind-dhs-overhaul\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">leading supporter<\/a><\/span> of the administration&#8217;s 2018 zero-tolerance immigration policy, which resulted in thousands of family separations, and he pressed for dramatic reductions in refugee admissions. The administration repeatedly lowered the annual refugee admissions ceiling, ultimately setting it at 15,000 for fiscal year 2021, a record low at the time.<\/p>\n<p>Miller also <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/losangeles\/news\/stephen-miller-immigration-citizenship-benefits\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">advocated<\/a><\/span> penalizing legal immigrants who received public benefits and making it harder for them to obtain citizenship. \u00a0<\/p>\n<p>In Mr. Trump&#8217;s second term, Miller pushed Immigration and Customs Enforcement to make <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/ice-arrests-under-trump-100k\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">at least 3,000 immigration arrests<\/a><\/span> per day. In May 2025, Miller publicly demanded a dramatic increase in daily arrests, placing pressure on ICE leadership and expanding enforcement beyond immigrants who had been convicted of serious crimes.\u00a0<\/p>\n<p>He also <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-mass-deportation-plan-cost-consequences-60-minutes-transcript\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">proposed<\/a><\/span> that the National Guard be deployed to support mass deportations.\u00a0<\/p>\n<p>Miller&#8217;s arrest targets were part of a sweeping expansion of enforcement in communities, workplaces and immigration courts. Detentions of immigrants without criminal histories <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/ice-detentions-non-criminal-immigrants-violent-crime-convictions-analysis\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">rose sharply<\/a><\/span>, and increased ICE activity sparked protests across the country. \u00a0<\/p>\n<p>The longtime Trump adviser also championed the use of a wartime law \u2014 the <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-alien-enemies-act-of-1798-history\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Alien Enemies Act of 1798<\/a><\/span> \u2014 to bypass due process and quickly deport <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/venezuelans-deported-el-salvador-names\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">alleged Venezuelan gang members<\/a><\/span> to El Salvador, where they were held in a notorious maximum-security prison, known as CECOT. The deportations set off a legal battle, and the Supreme Court blocked the government from immediately deporting the Venezuelans without giving them an opportunity to challenge their removal.\u00a0<\/p>\n<p>As part of the administration&#8217;s deportation efforts, Miller has supported an aggressive expansion of <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/how-some-deportees-end-up-in-countries-us-judges-ruled-off-limits-60-minutes-transcript\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">third-country deportations<\/a><\/span>. The administration has deported immigrants to countries where they have no citizenship or family ties, <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/ice-deportations-afghanistan-cuba-africa\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">including several African nations<\/a><\/span>.\u00a0<\/p>\n<p>In May 2025, Miller said the administration was actively considering suspending the constitutional mechanism that allows detainees to challenge their confinement in court.\u00a0<\/p>\n<p>At a March 2026 conference in Miami, Miller argued that military force, rather than traditional criminal law enforcement alone, was needed to defeat cartels.\u00a0<\/p>\n<p>Miller appeared alongside Mr. Trump in the Oval Office this summer as he <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-new-executive-orders-birthright-citizenship\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">signed executive orders<\/a><\/span> to refuse citizenship to some children born in the United States, after the Supreme Court <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/supreme-court-birthright-citizenship-trump-decision\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">struck down<\/a><\/span> his earlier <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-meaning-and-value-of-american-citizenship\/\" target=\"_blank\" rel=\"noopener\">executive order<\/a> aiming to end
