The party was on the verge of the same \u201ctrifecta\u201d in Arizona as well.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">\u201cOur victories have shattered Republicans\u2019 grip on our statehouses,\u201d said Heather Williams, president of the Democratic Legislative Campaign Committee.<\/p>\n<div data-testid=\"imageblock-wrapper\">\n<figure class=\"img-sz-medium css-1hs5yzu e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption data-testid=\"photoviewer-children-caption\" class=\"css-i2069a ewdxa0s0\"><span class=\"css-3hmc0r e1z0qqy90\"><span class=\"iqSOia_accessibilityLabel\">Credit&#8230;<\/span><span><span aria-hidden=\"false\">Malika Khurana\/The New York Times<\/span><\/span><\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">The victories in state legislative races rarely grab national headlines, but statehouses exert enormous influence on issues that directly affect day-to-day life, from health care coverage to transportation. Some of those wins were the fruits of long rebuilding efforts. In Wisconsin, the fight to dismantle a Republican gerrymander of legislative districts finally delivered the Democrats both the State Senate and House, while the party retained the governor&#8217;s office.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Elsewhere, state-level victories were almost incidental consequences of a wave that was bigger than even the most optimistic Democrat has anticipated. <\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">The Arizona Senate\u2019s minority leader, Priya Sundareshan, went to sleep Tuesday night with a statement saying she looks forward to seeing the votes counted. By morning, it was clear the changes would be huge.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">\u201cI\u2019m really excited to be in the driver\u2019s seat,\u201d Ms. Sundareshan said.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Even in several states where Democrats did not win a majority, they still won enough seats to prevent Republican supermajorities, which confer the ability to override a governor\u2019s veto.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Most notable were Iowa, where Rob Sand, a Democrat, won the governor\u2019s race, and Ohio, where, Amy Acton, also a Democrat, was elected governor. They are their states\u2019 first Democratic governors in 16 years, and with no Republican supermajority, both will have more leverage than they would otherwise have had.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">State legislators allocate billions of dollars for schools, prisons and health care, and can shape policies on everything from data centers to taxes before Congress does. In Wisconsin, one of 10 states that have not expanded Medicaid access under the Affordable Care Act, Democrats now have the power to do so. But even in Texas and Georgia, the new Democratic governor and the one Democratic chamber will almost certainly apply enormous pressure to expand Medicaid as citizens struggle with health care costs.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">And while legislative elections are typically overshadowed by midterm races for governor and Congress, <a class=\"css-povzk\" href=\"https:\/\/www.washingtonpost.com\/politics\/2026\/10\/15\/democratic-group-substantially-increases-fundraising-seize-state-legislatures\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">this year\u2019s races<\/a> did command more attention \u2014 and money, including $100 million from the States Project, a Democratic group \u2014 in part because of the frenzied <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/us\/politics\/midterms-house-maps-redistricting.html\" title=\"\">mid-decade U.S. House redistricting<\/a>. Now the question of redistricting moves to the 2028 election, and the prospect of redrawing even more congressional maps, this time by Democrats.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">The <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/live\/2026\/04\/29\/us\/supreme-court-voting-rights\" title=\"\">weakening of the Voting Rights Act by the Supreme Court<\/a> in April had raised the prospects of states such as Texas and Georgia taking up redistricting again with an eye on diluting Democratic districts drawn to give Black and Hispanic voters more power. Now that those states have divided governments, a Republican redistricting would be impossible.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">But Wisconsin and Pennsylvania could turn the tables on Republicans if their Democratic leaders choose to.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">The earliest tally of state legislative results has Democrats netting at least 330 statehouse seats, but the number is sure to climb, perhaps <a class=\"css-povzk\" href=\"https:\/\/x.com\/ChazNuttycombe\/status\/2117948746931519867\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">as high as 800 seats<\/a>. There is little doubt they will outperform <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/interactive\/2018\/11\/10\/upshot\/republicans-dominate-state-politics-but-democrats-made-a-dent.html\" title=\"\">2018<\/a>, when they gained more than 300 during Mr. Trump\u2019s first term.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">It was likely the best Democratic result since they gained more than 600 seats in 1974, right after Watergate, said Katy Owens Hubler, director of elections and redistricting for the National Conference of State Legislatures.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Republicans gingerly pointed to President Trump\u2019s abysmal approval ratings and the same headwinds of inflation, war and fuel costs that cost them the U.S. House and Senate, but also to governor\u2019s races that went badly for the G.O.P.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">\u201cThe national political environment and the impact of top-of-the-ticket races significantly affected our candidates\u2019 ability to defy historical trends,\u201d Edith Jorge-Tu\u00f1\u00f3n, president of the Republican State Leadership Committee, said in a statement.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">It remains to be seen whether the final tally will be as seismic as 2010, when Republicans unleashed their <a class=\"css-povzk\" href=\"https:\/\/www.multistate.us\/elections\/legislatures-101\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Redistricting Majority Project,<\/a> or Redmap, and flipped 22 chambers and more than 700 seats \u2014 a \u201cshellacking,\u201d as former President Barack Obama described it.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">That pendulum swing enabled Republicans to <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2010\/11\/04\/us\/politics\/04states.html\" title=\"\">redraw maps<\/a> and over the next decade to enact conservative policies to weaken labor unions, cut taxes, restrict voter access and expand education vouchers.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">The <a class=\"css-povzk\" href=\"https:\/\/www.ncsl.org\/state-legislatures-news\/details\/a-tale-of-two-midterms-1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">president\u2019s party has lost statehouse seats in 20 of the last 22 midterms<\/a>, so Tuesday\u2019s results were hardly a surprise, though a year ago the Republican State Leadership Committee held out hope for gains in Michigan, Minnesota and Pennsylvania. Insead, all three of those statehouses will be completely in Democratic hands all with Democratic governors.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Democrats have <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/03\/30\/us\/politics\/brian-nathan-florida-special-election.html\" title=\"\">done well in special elections<\/a> to fill state legislative seats, but Democratic voters historically have chosen candidates at the top of the ticket, while <a class=\"css-povzk\" href=\"https:\/\/talkingpointsmemo.com\/cafe\/midterm-math-favors-democrats-in-statehouses-thats-no-reason-to-relax\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">leaving down- ballot races blank<\/a>. That was not the case, however, on Tuesday.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">And on a night full of unexpected results, one standout was North Carolina. Only three years ago, Democratic legislators were in a <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2024\/08\/31\/us\/veto-override-north-carolina.html\" title=\"\">superminority<\/a>, after State Representative Tricia Cotham, a Democrat, <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2023\/07\/30\/us\/inside-the-party-switch-that-blew-up-north-carolina-politics.html\" title=\"\">switched parties<\/a> and gave Republicans the power to override former Gov. Roy Cooper\u2019s veto and enact the state\u2019s most restrictive abortion policy in 50 years.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">After the Democrats broke that North Carolina supermajority in 2024, their goal for this year\u2019s midterms was simply to chip away at the Republican majority in one of the country\u2019s <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/10\/26\/upshot\/gerrymandering-ranking.html\" title=\"\">most gerrymandered states<\/a>.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Instead, bolstered by <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/11\/03\/us\/north-carolina-senate-whatley-cooper.html\" title=\"\">Mr. Cooper\u2019s resounding victory<\/a> for U.S. Senate, they seized control of the House and narrowed the gap in the Senate, bolstering Mr. Cooper\u2019s Democratic successor, Gov. Josh Stein. <a class=\"css-povzk\" href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/election\/article317886548.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Ms. Cotham lost<\/a> her seat.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">A similar dynamic unfolded in Georgia and Texas, where Democrats won both states\u2019 Houses of the Representatives for the first time since the early 2000s, as part of a sweep of all statewide races, as well as the governorships<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">History was also on the verge of being made in Arizona, as Democrats appeared poised to claim both the House and Senate, as one of six new trifectas. Arizona Democrats have not had an <a class=\"css-povzk\" href=\"https:\/\/azcapitoltimes.com\/news\/2024\/10\/18\/a-look-at-the-past-to-imagine-tied-flipped-legislature\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">outright majority<\/a> in any chamber since the early 1990s, and not had full control since the mid-1960s.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">And though Gov. Phil Scott of Vermont, a popular moderate Republican, <a class=\"css-povzk\" href=\"https:\/\/vtdigger.org\/2026\/11\/03\/republican-phil-scott-wins-record-6th-term-as-vermonts-governor\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">won a record sixth term<\/a>, statehouse Democrats <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2024\/12\/14\/us\/vermont-election-democrats-republicans.html\" title=\"\">regained the supermajority they had lost in 2024.<\/a><\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Victories by Mr. Scott and Gov. Kelly Ayotte of New Hampshire were among the few bright spots for Republicans. They also held firm in <a class=\"css-povzk\" href=\"https:\/\/www.nytimes.com\/2026\/08\/13\/us\/elections\/wyoming-legislature-freedom-caucus.html\" title=\"\">conservative strongholds like Wyoming<\/a>, Montana, Idaho and the Dakotas.<\/p>\n<p class=\"live-blog-post-content css-qhzo1x evys1bk0\">Still, there were cracks in Republican redoubts. In Missouri, Democrats broke the supermajority in both the House and Senate.
