On Jan. 11, 2024, the U.S. and British militaries, in conjunction with other allies, <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/us-uk-strike-yemen-to-retaliate-houthi-attacks\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">launched the first strikes in response<\/a><\/span>, targeting Houthi weaponry in Yemen after warnings to the group went unheeded.<\/p>\n<p>Those strikes have continued, but failed to slow the pace of the attacks from Houthi-controlled ground in Yemen. Several <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/houthi-rebels-red-sea-us-warship-attack-iran-backed-rebels-israel-hamas-war\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">mariners were killed<\/a><\/span> in early March by a Houthi rocket that struck a commercial vessel \u2014 the first deadly strike since the rebels started launching their attacks.\u00a0<\/p>\n<p>Below is a look at who the Houthis are, how they became such a formidable, if unofficial, military power, and why they are attacking ships on the crucial trade route.<\/p>\n<h2>Who are the Houthi rebels and how many are there?<\/h2>\n<p>The Houthis are a Shiite Muslim sect with roots that date back centuries in Yemen. Members of the religion are a minority in Yemen, which is predominantly Sunni Muslim, but they are a significant one, numbering in the hundreds of thousands and making up as much as a third of the overall population.<\/p>\n<p>Despite being minorities in the country, in 2012 Houthi rebels \u2014 numbering then in the low thousands \u2014 managed to capitalize on unrest in Yemen to build a loyal following in the north of the country. For a brief period before that, between 2021 and January of 2024, it was de-listed as a terror group as the Biden administration tried to walk a thin line between granting the group recognition as a legitimate political faction, in hopes of easing the civil war in Yemen, while also backing the fight against it.<\/p>\n<p>The veteran diplomatic envoy tasked by President Biden with finding a political solution to <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/feature\/yemen-civil-war\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Yemen&#8217;s bloody civil war<\/a><\/span> said for the first time in 2021 that the U.S. recognized the Houthi rebels &#8220;as a legitimate actor,&#8221; as Washington accepted that both sides in the conflict bore responsibility for the ongoing violence.<\/p>\n<figure class=\"embed embed--type-video embed--type-content_video is-video embed--float-left embed--size-medium\"><figcaption class=\"embed__caption-container\">\n                              <a href=\"https:\/\/www.cbsnews.com\/video\/how-powerful-are-yemens-houthi-rebels\/\" class=\"embed__headline-link\" data-invalid-url-rewritten-http=\"\"><\/p>\n<p>          <span class=\"embed__icon\"><br \/>\n            <svg viewbox=\"0 0 32 32\" aria-hidden=\"true\">\n              <use xlink:href=\"#icon-video\"\/>\n            <\/svg><br \/>\n          <\/span><\/p>\n<p>          <span class=\"embed__headline\">How powerful are Yemen&#8217;s Houthi rebels?<\/span><\/p>\n<p>          <span class=\"embed__video-duration\">07:48<\/span><\/p>\n<p>                      <\/a><\/p>\n<\/figcaption><\/figure>\n<p>The remarks by Tim Lenderking were a clear overture toward the Houthis.<\/p>\n<p>&#8220;No one can wish them away or out of the conflict, so let&#8217;s deal with realities that exist on the ground,&#8221; Lenderking said, adding that in his experience, the Houthis had &#8220;spoken about a commitment toward peace in Yemen and I think there are certainly elements within the leadership that favor that.&#8221;<\/p>\n<p>The overture failed to bring peace to Yemen, however, and after Hamas&#8217; brutal Oct. 7 terror attack on Israel <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/israel-gaza-conflict\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">sparked the war<\/a><\/span> in Gaza, the Palestinian group&#8217;s ideological allies \u2014 including the Houthis and the Lebanon-based Hezbollah group, both of which are supported by Iran, like Hamas \u2014 vowed to back up Hamas.<\/p>\n<p>It was the attacks on shipping lanes, however, that saw the U.S. re-designated the group as a terrorist organization in January.<\/p>\n<h2>Why are the Houthis attacking ships in the Red Sea?<\/h2>\n<p>The Houthi movement has said its &#8220;naval operations&#8221; are being carried out &#8220;to support the Palestinian people in confronting the aggression and siege on Gaza.&#8221; A spokesman added in a social media post that the rebel group did not intend the Red Sea attacks as &#8220;a show of force nor a challenge to anyone.&#8221;<\/p>\n<p>The Houthi rebels, who have a significant supply of ballistic missiles and Iranian-made attack drones, claim to be targeting ships belonging to Israel or the country&#8217;s Western allies. U.S. warships in the region have shot down many weapons launched from Yemen over recent weeks \u2014 including the Houthi&#8217;s\u00a0<span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/houthi-missile-drone-attack-red-sea-shipping-vessels-uss-gravely-dwight-eisenhower\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">largest barrage ever of drones and missiles<\/a><\/span>, launched on Jan. 9.<\/p>\n<figure class=\"embed embed--type-video embed--type-content_video is-video embed--float-none embed--size-medium\"><figcaption class=\"embed__caption-container\">\n                              <a href=\"https:\/\/www.cbsnews.com\/video\/houthis-target-ships-in-red-sea-us-bases-in-middle-east-face-daily-attacks\/\" class=\"embed__headline-link\" data-invalid-url-rewritten-http=\"\"><\/p>\n<p>          <span class=\"embed__icon\"><br \/>\n            <svg viewbox=\"0 0 32 32\" aria-hidden=\"true\">\n              <use xlink:href=\"#icon-video\"\/>\n            <\/svg><br \/>\n          <\/span><\/p>\n<p>          <span class=\"embed__headline\">Houthis target ships in Red Sea, U.S. bases in Iraq and Syria face daily attacks<\/span><\/p>\n<p>          <span class=\"embed__video-duration\">03:37<\/span><\/p>\n<p>                      <\/a><\/p>\n<\/figcaption><\/figure>\n<p>Some vessels have been hit, but many of the rockets and drones launched from Yemen never reach their intended targets, and it&#8217;s often not clear what those targets actually were before the weapons are destroyed.<\/p>\n<p>The <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=41073\" target=\"_blank\" rel=\"noopener\">U.S. government estimates<\/a> that almost 10% of the world&#8217;s seaborne petroleum products passed through the Bab al-Mandab Strait, which links the Red Sea and the Gulf of Aden, in 2017, along with myriad other goods. The impact of the threat to shipping in the area <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/bp-halts-oil-shipments-through-red-sea-amid-israel-hamas-war\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">has already been significant<\/a><\/span>, disrupting the logistics of some of the world&#8217;s biggest sea cargo lines and oil companies.<\/p>\n<p>The Houthis, along with Hezbollah and Hamas, are part of a vaguely defined alliance that Iran refers to as &#8220;the axis of resistance&#8221; against Israel. The Islamic Republic has worked for years to bolster its influence across the Middle East by funding and arming Shiite Muslim insurgent groups, from rebels in Syria and <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/death-to-america-billboards-pop-up-in-baghdad-its-a-message-from-iran\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Iraq<\/a><\/span>\u00a0and Hezbollah in Lebanon, to the Houthis in Yemen.<\/p>\n<h2>What is Operation Prosperity Guardian?<\/h2>\n<p>On Dec. 18, in Israel, U.S. Secretary of Defense Lloyd Austin <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3621110\/statement-from-secretary-of-defense-lloyd-j-austin-iii-on-ensuring-freedom-of-n\/\" target=\"_blank\" rel=\"noopener\">announced a new joint military operation<\/a> aimed at addressing &#8220;security challenges in the southern Red Sea and the Gulf of Aden, with the goal of ensuring freedom of navigation for all countries and bolstering regional security and prosperity.&#8221;<\/p>\n<p>Austin said the effort, dubbed Operation Prosperity Guardian, would see at least seven nations join the U.S., including the U.K., and several European Union allies, along with Bahrain and Canada. The operation&#8217;s goal is to contribute militarily to policing the vital sea passages around Yemen&#8217;s coastline and responding to attacks from Houthi-controlled Yemen. It was these allies who launched the reprisal strikes on the Houthis on Jan.\u00a011.<\/p>\n<p>&#8220;These attacks are reckless, dangerous, and they violate international law,&#8221; <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/defense-secretary-lloyd-austin-meeting-houthi-attacks-commercial-ships-red-sea\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Austin said<\/a><\/span> during a trip to Israel. &#8220;This is not just a U.S. issue.
