He is also accused of selling stolen fuel to third parties in Mexico, who in turn sell it to the U.S. market, often in Texas. \u00a0<\/p>\n<p>Fuel theft \u2014 more commonly known as <em>huachicol <\/em>in Mexico \u2014 has risen to the second most profitable revenue stream for Mexican cartels behind drug trafficking, according to the U.S. Treasury.<\/p>\n<p>&#8220;Fuel theft and crude oil smuggling are cash cows for CJNG&#8217;s narco-terrorist enterprise, providing a lucrative revenue stream for the group and enabling it to wreak havoc in Mexico and the United States,&#8221; Secretary of the Treasury Scott Bessent <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0125\" target=\"_blank\" rel=\"noopener\">said in 2025<\/a>.\u00a0<\/p>\n<p>One of Mexico&#8217;s most powerful criminal organizations, CJNG is among eight cartels <a href=\"https:\/\/www.state.gov\/designation-of-international-cartels\" target=\"_blank\" rel=\"noopener\">designated<\/a> as foreign terrorist organizations by the U.S. government. In August, the State Department offered a $25 million reward for information leading to the capture of its new leader, <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/us-reward-for-california-born-leader-jalisco-cartel-mexico\/\" data-invalid-url-rewritten-http=\"\">Juan Carlos Gonz\u00e1lez<\/a><\/span>, the California-born
