Specifically, investigators will examine whether consumers have been harmed when AI models went rogue, among other concerns. In an effort to address consumer and federal concerns over AI safety, executives at Anthropic, Google, Meta, NVIDIA, OpenAI, SpaceXAI on Tuesday signed on to a so-called AI ethics document at the White House. President Trump described it as morally binding that Silicon Valley would enforce themselves. There should be tremendous self-regulation. And we automatically have regulation with the Department of Justice, the FBI, all of that, but the self-regulation is very important.<\/p>\n<\/p><\/div>\n<div class=\"transcript-cue\">\n                                <strong class=\"transcript-cue__speaker\">LINDSEY REISER:<\/strong><\/p>\n<p>00:00:44<\/p>\n<p class=\"transcript-cue__text\">The document is a single page, and it lists four layers of controls and audits. The first is to have a system in place to monitor AI models&#8217; activities in sensitive arenas like cyber and biosecurity. And they pledged their models won&#8217;t hack technical systems in unintended ways, like OpenAI&#8217;s Hugging Face incident or the more recently disclosed breach by its model into the website of the Australian Institute of Health and Welfare. The second layer of control is the requirement that companies give a team of employees inside the company all the necessary tools to detect and stop any issues with rogue agents. In OpenAI&#8217;s report on the Hugging incident, it acknowledged its researchers could have prevented their models&#8217; intrusion if they had been monitoring its actions more closely. Anthropic CEO Dario Amodei has been a vocal advocate for more safeguards for this tech and even a potential slowdown of development until they can be put in place. I will say what I&#8217;ve always said, which is that AI has incredible benefits. I&#8217;ve talked about the medical benefits of the technology. As the president has said, whoever wins, AI wins. I think that&#8217;s very important. But I think the technology has very real risks. And the mechanism, how we address those risks, is still under discussion. But we all need to work&#8211; we all need to work together to make sure that we can win and we can win safely.<\/p>\n<\/p><\/div>\n<div class=\"transcript-cue\">\n                                <strong class=\"transcript-cue__speaker\">LINDSEY REISER:<\/strong><\/p>\n<p>00:02:03<\/p>\n<p class=\"transcript-cue__text\">Third, they must partner with an independent third party to make sure they are properly policing their systems. So this could be similar to Meta&#8217;s Supreme Court, an independent body that handles disputes over enforcement actions on the company&#8217;s platform, such as the banning of President Trump&#8217;s Facebook account after the January 6 attack. Finally, the group pledges they will all set up independent committees made up of some directors from each company&#8217;s board, dedicated to making sure their companies are actually preventing their systems from doing harm. Meta CEO Mark Zuckerberg said after signing the agreement this is just the beginning. I think that these are good steps forward. The idea isn&#8217;t that this is the only thing that we will ever do. It is that this is a start and an accord that the whole industry could come to.<\/p>\n<\/p><\/div>\n<div class=\"transcript-cue\">\n                                <strong class=\"transcript-cue__speaker\">LINDSEY REISER:<\/strong><\/p>\n<p>00:02:42<\/p>\n<p class=\"transcript-cue__text\">Joining us now to discuss is distinguished professor of computer science at the University of California, Berkeley, Stuart Russell. He&#8217;s also president of the International Association for Safe and Ethical AI. So what is this morally binding thing actually do? And do you agree with letting these CEOs self-police? Do you believe they will just do the right thing? Well, it&#8217;s noticeable that there is a difference between morally binding and legally binding. And it&#8217;s not surprising if you ask the potential criminals what Sanctions should be applied to them. They say, well, we&#8217;ll look after it. Don&#8217;t worry. And this is like asking the oil companies whether there should be a carbon tax. Well, of course they&#8217;re going to say no. And we saw this with social media. Lots of voluntary promises to self-govern, but those were actually hiding the increasing evidence of harms that users were suffering. The companies knew about that, did not disclose them, and did nothing to prevent them. So it&#8217;s not clear why we would expect this to go any better than it did with social media. The president says, look, we don&#8217;t need more regulation. We&#8217;ve got the DOJ. We&#8217;ve got the CIA. We&#8217;ve got the FBI. And now we&#8217;re learning the FTC is investigating these incidents of rogue AI agents. But everything that we heard yesterday from the White House seems to be, these are the most intelligent people on the planet. They have your best interest at heart. So then why is the FTC stepping in? Well, you can believe that if you want. The fact is that I think most of the people who make airplanes are also very concerned about public safety, but we still have the FAA and airworthiness certification. The nuclear operators are subject to requirements on safety. Restaurants are required to be safe, to have hygiene standards, to source their food from reputable suppliers, and so on. So we have this general approach&#8211; some people call it a licensing architecture&#8211; which says you don&#8217;t get to operate without a license, and to get a license, you need to show that your products meet reasonable safety standards. So what is the argument against setting up a licensing architecture for AI systems just as we have for food and airplanes and buildings and elevators and nuclear power stations and drivers and all sorts of other things? We operate with a civilization that runs on this approach, and we all benefit from it, but the tech industry has, for decades, carved out a very effectively an exception to this approach. And their argument is always, well, regulation is too slow. Governments can&#8217;t pass laws fast enough to keep up with our amazing progress. Meanwhile, they&#8217;re spending billions of dollars to prevent governments from doing exactly that, regulating the technology that they are producing. So I&#8217;m out of time, but would that be through Congress, this creating of a licensure? Yes. If Congress doesn&#8217;t act&#8211; the states are already acting. And I would rather that Congress acted so that we have a uniform standard and also to cooperate with other countries. Because harms coming from AI systems in China or Asia or Africa are going to harm Americans just as much as American AI systems.<\/p>\n<\/p><\/div>\n<div class=\"transcript-cue\">\n
