Trump appoints controversial NOAA head

This week, President Trump nominated atmospheric scientist Neil Jacobs to lead the National Oceanic and Atmospheric Administration. In Trump’s first term, Jacobs was the agency’s acting leader and was reprimanded for ethics violations during what became known as “Sharpie-Gate.”
